Հարկային նոր օրենսգրքով թանկացումներն անխուսափելի են.«Հայոց աշխարհ»

«Միջազգային որոշ կազմակերպություններ ակնհայտորեն հետաքրքրված են Հայաստանում Հարկային նոր օրենսգրքի ընդունումով։ Արդյոք դա նշանակո՞ւմ է, որ նրանք հակված են այդ ճանապարհով ապահովագրել իրենց տրամադրած միջոցների վերադարձը։
Այս հարցին անշուշտ դժվար է միանշանակ պատասխանել։ Ամեն դեպքում փաստն այն է, որ կա հարկերի հավաքումն ավելացնելու ակնհայտ շահագրգռվածություն։ Սակայն որքան էլ տարօրինակ է, փորձ է արվում դրան հասնել ոչ թե տնտեսության համար հավելյալ խթաններ ստեղծելու կամ ստվերը կճատելու, այլ հարկային բեռը ծանրացնելու միջոցով։
Թանկացումը չի շրջանցի ոչ միայն բենզինի, այլև դիզելային վառելանյութի շուկան։ Եթե այսօր այն չի հարկվում ԱԱՀ-ով, ապա օրենսգրքի ընդունումից հետո կմտնի այդ դաշտ։
Միայն ակցիզային հարկի դրույքաչափի տարեկան 15 տոկոս ավելացման հետևանքով լիտրի հաշվով վառելանյութի գները առնվազն 20-30 դրամով կավելանան։ Նույնպիսի փոփոխություններ տեղի կունենան նաև ենթաակցիզային մյուս ապրանքների շուկաներում, որտեղ նախատեսվում են դրույքաչափերի ավելացումներ։
Ինքնըստինքյան հարկային բեռի ծանրացում է ենթադրում ԱԱՀ դաշտի ընդլայնումը։ Առավել ևս, որ առանձին ոլորտներ մինչև այժմ ընդհանրապես ազատված են եղել հարկումից։ Խոսքը մասնավորապես վերաբերում է գյուղատնտեսությանը։ Դժվար չէ պատկերացնել, թե գյուղատնտեսության հարկումը ինչպիսի մեծ քանակությամբ ապրանքների վրա կարող է տարածվել։
Գների բարձրացման լուրջ ռիսկեր է պարունակում առևտրի, ինչպես նաև ծառայությունների ոլորտում հարկային գործող հարաբերությունների վերանայումը։ Դա նշանակում է, որ բազմաթիվ տնտեսավարողներ անցնելու են ավելի ծանր հարկային դաշտ՝ ստիպված լինելով հարկային բեռի ավելացումը փոխհատուցել գների բարձրացմամբ։
Գաղտնիք չէ, որ ամեն պարագայում անուղղակի հարկերի ընդլայնումը կամ դրանց հարկային բեռի ծանրացումը ենթադրում է սպառողների վրա ճնշման ավելացում։ Այնպես որ ներկայացված Հարկային օրենսգիրքը հիմնականում ծանրանալու է հասարակության վրա՝ խորացնելով առանց այն էլ լարված սոցիալական վիճակը։ Դրանից, ըստ էության, չի շահելու նաև տնտեսությունը՝ չհաշված հարկային որոշ հարաբերություններում առաջարկվող մանր-մունր պարզեցումները։
Ըստ էության, քիչ թե շատ էական սոցիալական խնդիր չի լուծում նաև եկամտային հարկի առաջարկվող փոփոխությունը։ Ընդհակառակը, այն ավելի շուտ կհանգեցնի հասարակության եկամուտների կրճատման, քան ավելացման»,–գրում է թերթը։
