Պատգամավորները հերթական անգամ բարձրաձայնեցին գործադրի ներկայացուցիչների՝ առաջին դեմքով քննարկումներին ներկայանալը

Օրենսդիրները խոսեցին Ռոկֆելլերից ու շամաններից Պառլամենտում ավարտվում է հերթական քառօրյան, որը վերջինն էր այս նստաշրջանում: Նույն դեմքերով և նույն թեզերն արդեն որերորդ անգամ բարձրացրած պատգամավորներն ուղղակի հոգնատանջ կերպով փորձում էին մնալ «գծի մեջ»: Բյուջի քննարկումներն անցան գրեթե դատարկ դահլիճում և բավականին ձանձրալի ընթացք ունեցան: Այնպիսի տպավորություն է, որ պետբյուջեի քննարկումները վերածվել են հաշվապահական հաշվառման դասախոսության: Նաիրա Զոհրաբյանը բյուջեի կատարողականի ժամանակ իր ելույթում զայրացած նշեց. «Շատ բարձրաստիճան պաշտոնյաներ ոչ Մանթաշովի, ոչ էլ Ռոկֆելլերի «պրյամոյ» ժառանգները չեն, սակայն այնպես է ստացվում, որ առավելապես նրանց քենիները, բաջանաղներն ու հատկապես զոքանչները, սկսում են հարստանալ: Ու այդ պաշտոնյաները կարող են պապայի արև երդվել, որ իրենց միլիոնները օրինավոր են»: Նիկոլ Փաշինյանն իրեն բնորոշ ելույթում հայտարարեց, որ ՀՀ դեմքն ու ողնաշարը պետք է լինեն ոչ թե գյուղատնտեսությունը, այլ բարձր արդյունաբերական ինդուստրիան: Միքայել Մելքումյանը ելույթը փորձում էր կառուցել կառուցողական դաշտում. «Կարծում եմ՝ խնդիրն այն է, որ մենք չենք կարողանում պարզ և վստահելի խաղի կանոններ մշակել, իսկ դա քաղաքական խնդիր է»: Լևոն Զուրաբյանը իր ելույթը տեղափոխեց ավելի խորհրդապաշտական դաշտ, նա հայտարարեց, որ նախկինում իրենց արած բոլոր կանխատեսումներն ու գնահատականներն իրականացան. «Չեմ հասկանում՝ ՀԱԿ-ում շամաննե՞ր են, մարգարենե՞ր, թե՞ պայծառատեսներ, որ ամեն ինչ այսքան լավ, ճշգրտորեն կանխատեսում են ու գնահատում»: Մեկ տասնյակ պառլամենտականով երկրում պառլամենտարիզմ կառուցելը ֆանտազիայի ժանրից է, իսկ երկրի թիվ մեկ ֆինանսական փաստաթղթի քննարկման վերաբերյալ արհամարական դիրքորոշումը քաղաքական անադեկվատություն է: Հ.գ. Պատգամավորները հերթական անգամ բարձրաձայնեցին գործադրի ներկայացուցիչների՝ առաջին դեմքով քննարկումներին ներկայանալը: Իրականում վատ բան չեն ասում, սակայն նույն այդ օրենսդիրները, նախևառաջ իրենց գործընկերներին պետք է հրավիրեն նիստերի դահլիճ, որպեսզի գոնե ֆիզիկապես ներկա գտնվեն քննարկումներին, թե չէ ստացվում է, որ երկրի համար կարևորագույն նախագծերը 3-4 հոգով են քննարկվում: Այս պարագայում գործադիրը, թե առաջին դեմքով կներկայան, թե երկրորդ, արդեն էական չէ:
