Սերնդափոխության «խարիսխը»՝ համակարգային փոփոխությունների նավում

Կառավարման համակարգը ժամանակի ընթացքում կատարելագործվում է, փոխվում են պահանջները, գործունեության ուղղությունները: Այդ իսկ պատճառով կառավարման տարբեր օղակներում որոշ ժամանակ անց անհրաժեշտություն է առաջանում իրականացնել փոփոխություններ` նաև կադրային տեղաշարժեր, որոնք նպատակ ունեն բարձրացնել կատարվող աշխատանքի արդյունավետությունը, փոքր ռեսուրսներով մեծ արդյունքների հասնել: Այս տեսանկյունից շատ կարևոր է հատկապես ճիշտ ժամանակին սերնդափոխության իրականացումը և երիտասարդ ու բարձորակ կադրերով համալրումը:
Ներկայումս պետական կառավարման համակարգում փոփոխությունների նոր փուլ է մտնում, որը նախատեսում է խնայողական ռեժիմի անցում, պետական միջոցների արդյունավետ օգտագործում, ուռճացված պետական հիմնարկների աշխատողների թվի կրճատում:
Սկսված գործընթացը կապված է նաև համակարգում սերնդափոխություն իրականացնելու անհրաժեշտության հետ և գյուղատնտեսության երեք փոխնախարարների կրճատումը (ովքեր համարվում էին ոլորտում հնաբնակներ) ևս կարող է տեղավորվել այս շրջանակում: Ճիշտ է` կան հմուտ և բանիմաց աշխատակիցներ, ովքեր տարիներ ի վեր իրենց ուժերը ի սպաս են դրել համակարգի համար, սակայն գալիս է մի պահ, երբ անհրաժեշտություն է առաջանում նրանց փոխարինել:
Համակարգային փոփոխությունների մեկնարկը, թերևս, լավ առիթ է այնպիսի միջոցառումներ ձեռնարկելու, որոնք թույլ կտան ոչ միայն հնարավարինս լրացնել առկա բացերը, այլև թարմություն մտցնել համակարգում: Սակայն ձեռնարկված քայլերը դեռևս բավարար չեն, իսկ առաջիկայում ինչ խորությամբ և ոլորտային ընդգրկվածությամբ կընթանան փոփոխությունները՝ ժամանակի հարց է:
