Արման Ալավերդյանը ֆեյսբուքյան իր էջում գրում է.

Տևական ժամանակ է, ինչ կառավարման համակարգում տեղի են ունենում կադրային փոփոխություններ: Այդ փոփոխություններից անմասն չմնաց նաև ավիացիոն ոլորտը: Օրերս Քաղավիացիայի գլխավոր վարչության պետ Արտյոմ Մովսիսյանը ազատվեց աշխատանքից` սեփական դիմումի համաձայն։ Մովսիսյանի` իր պաշտոնին հրաժեշտ տալու մասին լուրը սպասելի էր, քանի որ մամուլում բազմաթիվ աղմկահարույց հրապարակումներ են եղել նրա գործունեության հետ կապված:

Այդ հրապարակումների համաձայն Ա.Մովսիսյանը` որպես պաշտոնյա, կոռուպցիոներ պաշտոնյայի կերպար էր, քանի որ նա հայտնվել էր կոռուպցիոն սկանդալների կենտրոնում: Ըստ մամուլի տեղեկությունների` ավիացիայի զարգացման համար պատասխանատու վարչությունը` Ա. Մովսիսյանի գլխավորությամբ անմաքուր, կոռուպցիոն գործարքների է գնացել լիցենզիաներ տրամադրելու հարցում:

Հրապարակումներում մասնավորապես նշվում է, որ գերմանական հայտնի«Լուֆթհանզա» ավիաընկերությանը ՀՀ օդային տարածքում լիցենիզ տալու համար ՔԱԳՎ-ում կաշառք են պահանջել: Բացի այդ տեղեկություններ կան, որ Ա. Մովսիսյանի անգործության պատճառով ռուսական «Աէրոֆլոտ» ընկերությունը գնային «բեսպրեդել» է իրականացնում ՌԴ հայաշատ համայնքներ թռչելիս:

Փոփոխության արդյունքում Քաղավիացիայի գլխավոր վարչության պետի պաշտոնում Մովսիսյանին փոխարինեց Սերգեյ Ավետիսյանը, ով նախկինում էկոնոմիկայի փոխնախարարն էր և կոորդինացրել էր ավիացիայի հետ համակարգը: Թե ինչ արդյունքներ կունենք կադրային այս փոփոխությունից ժամանակը ցույց կտա:
