«Երևույթը նոր չէ, պատգամավորները բազմիցս ու տարբեր առիթներով դժգոհել են խորհրդարանական քննարկումներին գործադիրի մասնակցության մակարդակից, նրա ոչ պատշաճ ներկայացվածությունից:

Երեկ էլ՝ 2015թ. բյուջեի կատարողականի քննարկման ժամանակ, կառավարության մասնակցությունը խորհրդարանականների սրտով չէր:

 Տարօրինակն այն է, որ կառավարությունը բյուջեի կատարողականի հաշվետվությունը ներկայացնելիս սովորաբար որպես զեկուցող նախընտրում է խորհրդարան գործուղել ոչ առաջին դեմքերին: Գուցե սա մի հնա՞րք է` գործադիրի համար պատգամավորական հարցերից խուսափելու նպատակով:

Թե ինչու է կառավարությունը նման վերաբերմունք դրսևորում, մանավանդ երբ կա խնդիր ԱԺ քաղաքական կշռի ու դերի բարձրացման, խորհրդարանականներն իրենց ենթադրություններում հեռուն գնացին։ Ոմանք պնդում էին, որ գործադիրն ուղղակի արհամարհում է օրենսդիրին ու վերջինիս հետ իր հարաբերությունները դիտում զուտ վասալային հարթության վրա։

Ի՞նչ մեխանիզմներ կիրառել, որ կառավարությունը հարգի ընտրովի մարմնին` խորհրդարանին, ի՞նչ անել, որ «խոշորները»` բարձր պաշտոնյաները, համակարգի ղեկավարները, գոնե տարին մեկ անգամ բարեհաճեն ներկայանալ խորհրդարան ու հաշվետու լինել իրենց արած-չարածի համար, ի՞նչ քայլեր ձեռնարկել, որ կառավարությունը պետբյուջեի կատարողականի հաշվետվության ներկայացումը համարի սեփական պատասխանատվություն:

«Ինչու»-ների լուծման ճանապարհը գտնվեց` այն ԱԺ կանոնակարգ օրենքի փոփոխությունն է:

Իսկ գործող կանոնակարգով ինչպե՞ս է լուծվում այս հարցը։ Պարզվեց, որ այն իրականում թողնված է վարչապետի հայեցողությանը: Այսինքն՝ թե ո՞վ կգա ու կմասնակցի ԱԺ քննարկումներին, և եկողը կլինի կառավարության անդա՞մ, թե՞ լիազորված անձ` որոշողը վարչապետն է: Պատգամավորներից ոմանք շտապեցին հետևություն անել` կնշանակի այս ամենի մեղավորը հենց վարչապետն է, որ կա, նա է ԱԺ ուղարկում ոչ կոմպետենտ անձանց:

ՀՀԿ-ական պատգամավոր Կորյուն Նահապետյանը խորհուրդ տվեց վարչապետի դեմ սրեր ճոճելուց առաջ գործի անցնել ու փոխել ԱԺ կանոնակարգը»,–գրում է թերթը։
