Ակնհայտ է, թե որոնք են Հայաստանի համար զարգացման իրական ռեսուրսները, որոնք, ի դեպ, ցանկացած քաղաքակիրթ պետության կայացման ու բարգավաճման հուսալի երաշխիքներն են: Մարդ և գիտություն: Հատկապես Հայաստանի պես սակավ ռեսուրսներ ունեցող պետությունների համար գլխավորապես արժեքավոր են Մարդկային ու Գիտական ռեսուրսը, եթե կամենում ենք բեկում մտցնել մեր օրեցօր թշվառացող կյանքում, սրընթաց անկում ապրող տնտեսության ու կենսամակարդակի մեջ, եթե ցանկանում ենք հաղթահարել դժվարություններն ու փորձությունները և հաղթել ինչպես ռազմի, այնպես էլ՝ հանրային ու քաղաքական կյանքի բոլոր բնագավառներում:

Հայկական գիտական մտքի ու գյուտականության համաշխարհային հռչակի մասին բազմիցս է խոսվել, բայց այդ ամենը վերածվել է պարապ կենացախոսության, որովհետև մեզանում գրեթե ոչ մի նպաստավոր պայման չկա ինչպես գիտական աշխատանքով զբաղվող մասնագետի, այնպես էլ՝ տեղական արտադրողի համար:

<<Արտադրված է Հայաստանում>>-ը պետք է դարձնել ոչ թե ազգային սնապարծության լոզունգ, ոչ թե սոսկ ապրանքանշում կամ մակերեսային ու ցուցադրական պաստառ, այլ գաղափարախոսություն և համահայկական ծրագիր: Այս ուղերձը, սակայն, պետք է ընկալելի դարձնել ոչ միայն սպառողի շրջանում, այլև, առաջին հերթին, երկրի իշխանությունների և պատկան գերատեսչությունների համար: Որովհետև համաժողովից համաժողով, կամ ընտրություններից ընտրություն ընկած ժամանակահատվածում արվող դեկլարատիվ հայտարարությունները ոչ մի արժեք չունեն, եթե չեն գործադրվում, չունեն իրականացման կոնկրետ ժամանակացույց, գործիքակազմ և արդյունքներ: <<Արտադրված է Հայաստանում>> գաղափարը պահանջում է լուրջ և հետևողական աշխատանք, այդ թվում՝ օրենսդրական ու այլ երաշխիքներ: Միայն այդ դեպքում հնարավոր կլինի ստեղծել, բարելավել ու զարգացնել այնպիսի պայմաններ, որոնք զարկ կտան տեղական արտադրությանը, կնպաստեն գիտակրթական մտքի և դրա արդյունքում Հայաստանի համընդհանուր զարգացմանը:
