 Լեռնային Ղարաբաղի հակամարտության կարգավորման ուղղությամբ փորձագիտական մակարդակի դուրս գալու հնարավորությունը կախված է կողմերի պատրաստակամությունից` հաղթահարելու հակամարտության կարգավորման հիմնական հարցերի շուրջ առկա տարակարծությունները և հասնելու շրջանակային համաձայնագրի: Դրանից հետո հնարավոր կլինի խոսել փորձագիտական խմբերի ստեղծման մասին, նաև նրա համար, որպեսզի այդ համաձայնագրին իրավաբանորեն պարտավորեցնող փաստաթղթի տÕսք տրվի:

«Արմենպրես»-ի փոխանցմամբ` «Ինտերֆաքս» գործակալությանը տված հարցազրույցում այդ մասին նշել է ԵԱՀԿ Մինսկի խմբի ռուսաստանցի համանախագահ Իգոր Պոպովը` պատասխանելով հարցին` ինչպիսին են ԼՂ խնդրի կարգավորման ուղղությամբ նախագահների երկխոսությունից` փորձագիտական խմբերի մակարդակով պարբերական քննարկումների անցնելու հնարավորությունները: Նրա խոսքով` Վիեննայում Հայաստանի և Ադրբեջանի նախագահները  սկզբունքորեն  համաձայնել են բանակցային գործընթացի վերականգնման անհրաժշետության հարցում:

«Հույս ունեմ, որ կառուցողականությունը կհաղթանակի: Ինչ վերաբերում է զինված միջադեպերի հետաքննությանը, ապա բարձր մակարդակով ձեռք է բերվել համապատասխան մեխանիզմների ուղղությամբ աշխատանքներն ավարտելու պայմանավորվածություն և այժմ ԵԱՀԿ փորձագետները զբաղված են այդ հարցով: Նախորդ շաբաթ ԵԱՀԿ ՄԽ գործընկերների հետ փորձագիտական մշակումները փոխանցել ենք Հայաստանի և Ադրբեջանի արտաքին գործերի նախարարներին:  Սպասում ենք կողմերի եզրակացություններին»,- ասել է ռուսաստանցի համանախագահը:

Անդրադառնալով շփման գծում խաղաղապահների տեղակայման մասին հարցին` Իգոր Պոպովը նշել է, որ գործնականում հարցը կարող է առաջանալ այն բանից հետո, երբ կարգավորման հարցում ձեռք կբերվեն հիմնական համաձայնությունները:

«Խաղաղապահների տեղակայմանը պետք է նախորդի ՄԱԿ-ի Անվտանգության խորհրդի համապատասխան բանաձևի ընդունումը, ինչպես դա նախատեսված է ԵԱՀԿ Բուդապեշտի գագաթնաժողովի որոշմամբ: Խաղաղապահ կոնտինգենտն ընտրվելու է հակամարտության կողմերի համաձայնության հիման վրա ընտրված երկրներից»,- ասել է Պոպովը:
