Հայաստանը` չինական ծրագրերի հասցեատեր

Հայաստանի և Չինաստանի հարաբերությունների զարգացման դինամիկան վերջին շրջանում նոր թափ է հավաքել: Բանն այն է, որ Չինաստանի պես մեծ մարդկային ռեսուրսներ և արագ զարգացող տնտեսություն ունեցող երկրի համար առանձնահատուկ նշանակություն է ստանում Հարավային Կովկասը, որ գտնվում է Արևելքը Արևմուտքի հետ կապող կարևոր հանգույցում:
Չինաստանի կողմից հատկապես կարևորվում է տարածաշրջանում Հայաստանի դերը, քանի որ ՀՀ-ն կարևոր օղակ է հանդիսանում` լինելով ԵՏՄ անդամ պետություն` շարունակում է բարձր մակարդակի հարաբերություններ պահպանել ԵՄ-ի և Իրանի հետ: Այն, որ Չինաստանը առանձնակի տեղ է հատկացնում Հայաստանի հետ հարաբերություններին, պայմանավորված է նաև այն հանգամանքով, որ ՀՀ-ն կարող է նպաստել Չինաստան-ԵՏՄ հարաբերությունները նոր մակարդակի հասցնելուն:
Հայաստանն ու Չինաստանը վերջին տարիներին մեծ արդյունքներ են գրանցել հատկապես տնտեսական հարաբերությունների զարգացման գործում. զգալիորեն ավելացել է երկկողմ առևտրաշրջանառությունը՝ հասնելով գրեթե կես միլիարդ դոլարի: Չինական ընկերությունները հաջողությամբ մասնակցել են և հաղթել Հյուսիս-հարավ ավտոճանապարհի կառուցման, ինչպես նաև մի քանի էլեկտրակայանների վերակառուցման աշխատանքներն իրականացնելու մրցույթներում: Սրա հետ մեկտեղ ակտիվացել են քննարկումները ՀՀ տնտեսությունում չինական խոշորամասշտաբ ներդրումների իրականացման ուղղությամբ, քանի որ հայկական կողմը խրախուսում է չինական պետական և մասնավոր կապիտալի ներգրավումը մեր տնտեսության մեջ:
Հարկ է նշել, որ վերջին տարիների երկու երկկրների բարձր մակարդակի փոխայցելությունները նոր ազդակ են հաղորդել հայ-չինական բարեկամական հարաբերությունների զարգացմանը: Չինաստանի առաջին փոխվարչապետ Ճան Գաոլիի գլխավորած պատվիրակության այցը ՀՀ նույնպես կարելի է դասել գործընկերային փոխհարաբերությունների առաջընթացին նպաստող այցելությունների շարքում:
Մասնավորապես Ճան Գաոլիի գլխավորած պատվիրակության այցի շրջանակներում հայկական կողմի հետ հանդիպումներից բացի ստորագրվել են երկկողմ համաձայնագրեր, որոնցից մեկի համաձայն` ՉԺՀ կառավարությունը ՀՀ-ին տրամադրում է անհատույց օգնություն 60 մլն չինական յուանի չափով` ՀՀ Հանրային հեռուստաընկերության համար հեռուստատեսային տաղավարի և ՀՀ այլ ծրագրերի քննարկման ու իրականացման համար: Հայ-չինական գործակցության խորացմանը վերաբերող մյուս փաստաթուղթը «ՀՀ էկոնոմիկայի նախարարության և ՉԺՀ կոմերցիայի նախարարության միջև համագործակցության մասին» հուշագիրն է, որը հնարավորություն կտա համագործակցությունը ծավալել նաև նոր ուղղություններով:
Ամփոփելով կարող ենք նշել, որ երկու կողմերի միջև հարաբերությունների խորացումը բխում է փոխադարձ շահերից և անհրաժեշտ է մեծ ջանքեր ներդնել, որպեսզի այդ համագործակցությունն ընդգրկի բոլոր հնարավոր ուղղությունները:
