Մի քանի դիտարկում Բունդեսթագի ընդունած բանաձևի մասին

Ալեն Ղևանդյանը ֆեյսբուքյան իր էջում գրում է.
Երեկ Գերմանիան ճանաչեց 1915թ-ի հայոց ցեղասպանության փաստը: Որքան էլ մեզ համար դա կարևոր փաստ է, առաջին հերթին այդ քայլը մեծ քաղաքականության փոքր գործոն է: Հենց այս տեսանկյունից ձևավորված իրավիճակի մասով փորձենք մի քանի դիտարկումներ կատարել.
- Ճանաչման քայլով Գերմանիան շատ հասցեական, սակայն միաժամանակ անուղղակի կերպով Անկարային հասկացրերց, որ փախստականների հարցում շանտաժով խոսելը կոնկրետ հետևանքներ կունենա Թուրքիայի համար: Սա, իհարկե իր մեջ մեսիջ էր պարունակում ուղղված Անկարայի կայսերապաշտական նկրտումների, Մեծ Մերձավոր Արևելքում հավակնությունների «զսպման» և հատկապես նրա՝ ԵՄ-ին անդամակցել/չանդամակցելու ուղղությամբ: Ի դեպ «թուրքական տուրիստական փաթեթում» գերմանացիների մասնաբաշինը 2015-ի դրությամբ առաջինն էր:
- Բանաձևն ընդունելով այս ձևակերպումներով՝ Գերմանիան շատ խելամիտ ու զգուշավոր վարվեց հեռանկարի առումով: Ընդունելով իր մեղքը, (իսկ նա ուղղակիորեն մասնակցել ու խորհրդատվություն էր տրամադրել թուրքերին ցեղասպանական գործողությունների կազմակերպման հարցում) նա հանրային ընկալման մեջ որոշակիրեն չեզոքացրեց իր նկատմամբ հեռանկարում հնարավոր բացասական որակումները, մեղադրանքերը: Նա, փաստորեն, անհանդուրժող Թուրքիայի ֆոնին ներկայացավ առավել ազնիվ ու արդարամիտ:
- Բանաձի ընդունումը ՀՀ-ի համար ցեղասպանության ճանաչման՝ իր նախաձեռնած գործընթացում մեծ կարևորություն կունենա, քանի, որ գերմանական ազդեցությունը Եվրոպայում շատ մեծ է, և չի բացառվում, որ Բեռլինի որոշ «արբանյակ» երկրներ, իհարկե վերջինիս «դոբրոյով», իրենց պետ.մարմինների օրակարգեր մտցնեն ցեղասպանությնա ճանաչման բանաձևեր: Սա իհարկե մեծամասամբ նաև կախված կլինի ՀՀ-ի ու նրա դեսպանատների պատշաճ աշխատանքից:
- Բանաձևի անդրադարձը կարճաժամկետ կտրվածքում «կատաղության նոպաներ» ու զգացմունքային հռետորաբանություն առաջ կբերի Անկարայի մոտ, սակայն օբյեկտիվորեն գնահատելով Թուրքիայում ու նրա շուրջ, այդ թվում՝ դաշնակիցների շարքերում Անկարայի նկատմամբ ձևավորված ոչ այդքան շահեկան իրավիճակն ու վերաբերմունքը, որոշ ժամանակ անց Անկարան կհանգստանա ու գերմանաթուրքական հարաբերություններում կարգավորման միտումներ կուրվագծվեն:
- Բանաձի ընդունումը հայ-թուրքական հարաբերությունների ու ռեգիոնի կտրվածքով կունենա ընդհանուր լարվածության պահպանման անդրադարձ:
- Բանաձևի ընդունում, կարծում եմ, մեծ ու շատ կարևոր դերակատարում կունենա Հայաստան-Գերմանիա հարաբերությունների՝ էլ ավելի խորացման տեսանկյունից: Ի դեպ գերմանական որոշում ընդունող քաղաքական ու պետական էլիտայի ամենաբարձր օղակներում շատ դրական ու վստահությամբ են մոտենում ՀՀ-ի մոտեցումներին՝ հատկապես ԼՂ ու ռեգիոնիալ գործընթացների մասով:
