Արցախի նոր օմբուդսմենը լուրջ գլխացավանք է լինելու Ադրբեջանի համար.
ապրիլյան հերոսամարտով Լեռնային Ղարաբաղի հակամարտությունը նոր շրջափուլ թևակոխեց, որն էլ ենթադրում է տարբեր ոլորտներում` այդ թվում նաև իրավական և քաղաքական, մինչ այժմ գործող մարտավարությունների ու գործունեությունների վերանայում և վերաիմաստավորում:
Իրավական ոլորտում, որտեղ Արցախի ժողովուրդը պարբերաբար ու անընդմեջ ստիպված է պայքարել Ադրբեջանի ագրեսիան միջազգային հանրությանը որպես այդպիսին ներկայացնելու համար, առաջնահերթ անհրաժեշտություններից է, որպեսզի ագրեսորի գործելաոճն ու հանցագործությունները ճիշտ ժամանակին ու պատշաճ կերպով ներկայացվեն միջազգային իրավապաշտպան կազմակերպություններին ու դատական բարձր ատյաններին:
Իսկ որ ամենակարևորն է, այդ գործընթացը պետք է լինի գրագետ կազմակերպված ու միջազգային իրավունքների շրջանակներում ճիշտ մատուցված: Կարծում եմ, հենց այս հիմնավորմամբ է տեղի ունեցել Արցախի մարդու իրավունքների պաշտպանի պաշտոնում Ռուբեն Մելիքյանի նշանակումը:
Վստահ եմ, Արցախի նոր օմբուդսմենն իր մասնագիտական պատրաստվածությամբ ու, չնայած երիտասարդ տարիքին, աշխատանքային թրծվածությամբ, նոր մակարդակի է բերելու Արցախի մարդու իրավունքների պաշտպանի գրասենյակի գործունեությունն ու պահանջատիրության ավելի բարձր նշաձող է սահմանելու միջազգային հանրության առջև` Ադրբեջանի վայրագություններերին ու հանցագործություններին հասցեական արձագանքելու համար:
Ռուբենն իր պաշտոնավարման հենց առաջին իսկ ամսում իր մի քանի լուրջ նախաձեռնություններով արդեն իսկ ցույց է տվել, որ լուրջ գլխացավանք է հանդիսանալու ադրբեջանական դիվանագիտության ու իրավապաշտպան կառույցների համար:
Կարծում եմ, միանգամայն կարող ենք վստահ լինել, որ այս բնագավառում ևս Արցախը միջազգային հանրության առջև ներկայացված է բարձր մակարդակով ...
