Համայնքների խոշորացման նոր փունջն արդեն պատրաստ է

Հայաստանի անկախացումից հետո վարչատարածքային բաժանումներում տեղի ունեցան արմատական փոփոխություններ: ՀԽՍՀ նախկին 37 շրջաններին փոխարինեցին մարզերը, սակայն գյուղերի թիվը գրեթե անփոփոխ մնաց, անգամ դրանք թիվն ավելացավ, քանի որ նախկին քաղաքային ավանների որոշ մասը դարձան գյուղեր: Բոլոր ժամանակներում փոփոխությունները տեղի են ունենումվյալ պահի թելադրած պայմանների ու ոգուն համապատասխան:
Դեռևս 2011 թվականին կառավարության կողմից հավանության է արժանացել համայնքների խոշորացման և միջհամայնքային միավորումների ձևավորման հայեցակարգը: Հաստատվել է, որ վարչատարածքային բարեփոխումներն անհրաժեշտ են համայնքների զարգացման շարունակականության ապահովման, համայնքի կողմից առավել որակյալ և մատչելի ծառայությունների մատուցման, խոշորացված համայնքների միավորված ռեսուրսների (մարդկային, ֆինանսական, հողային և այլն) առավել արդյունավետ օգտագործման տեսանկյունից:
Համայնքները՝ հանրության շահերից ելնելով, կարող են օրենքով միացվել միմյանց կամ առանձնացվել: Ազգային ժողովը համապատասխան օրենքն ընդունում է կառավարության առաջարկով: Մինչև օրենսդրական նախաձեռնության ներկայացումը համայնքներում նշանակվում են տեղական հանրաքվեներ: Տեղական հանրաքվեների արդյունքները կցվում են օրենսդրական նախաձեռնությանը: Նշված նորմերով հստակ որոշված էր համայնքի կարծիքը լսելու մեխանիզմը, այն է՝ տեղական հանրաքվեն: Նշված տեղական հանրաքվեների նշանակումը, ըստ էության, պարտադիր նախապայման էր համայնքների միացման կամ առանձնացման պարագայում:
2016-ի փետրվարին Լոռու մարզի Թումանյան, Սյունիքի մարզի Տաթև, Տավուշի մարզի Դիլիջան համայնքային փնջերում անցկացվեցին տեղական ինքնակառավարման մարմինների ընտրություններ: Դրանով մեկնարկ տրվեց համայնքների խոշորացման պրակտիկ փուլին:
ՀՀ-ում վարչատարածքային բարեփոխումների շարունակականությունն ապահովելու նպատակով՝ նախատեսվում է իրականացնել համայնքների խոշորացման ևս տասներեք պիլոտային ծրագիր. Արագածոտնում՝ Ալագյազ, Ծաղկահովիտ, Շիրակում մարզի Ամասիա, Աշոցք, Սարապատ, Արփի, Սյունիքում՝ Գորիս, Մեղրի, Տեղ, Գորայք, Վայոց ձորում Վայք, Ջերմուկ, Զառիթափ համայնքներում: Նշված գյուղերի շուրջ տեղի կունենա հերթական խոշորացման գործընթացը: Ըստ ծրագրի՝ գործընթացի ընթացքում կմիավորվի 118 գյուղ:
