2015թ. Ուզբեկստանը Սավինկովի նկատմամբ միջազգային հետախուզում է հայտարարել: Նա ձերբակալվել է Մոսկվայում և փոխանցվել Տաշքենդին, որտեղ, «Ազատություն» ռադիոկայանի ուզբեկական ծառայության տվյալներով, ազատազրկվել է կողոպուտի, կոռուպցիայի և երկրից խոշոր չափի արտարժույթ դուրս տանելու համար:

Լատվիայում նրա բիզնես-գործընկեր Հովիկ Մկրտչյանը (նույնպես Ուզբեկստանի քաղաքացի) ունեցել է ավտոմեքենաների փոխադրման խոշոր ֆիրմա, որի միջոցների շրջանառությունը 2014թ. կազմել է 10 մլն եվրո

Ուզբեկ լրագրողների պնդմամբ՝ Հովիկ Մկրտչյանը 2013թ. սպանված «օրենքով գող» Դեդ Հասանի սանիկն է:

2013թ. իր հարցազրույցներից մեկում Ուզբեկստանի նախագահի ավագ դուստրը Հովիկ Մկրտչյանին հիշատակել է որպես Ազգային անվտանգության ծառայության գեներալ Հաեթ Շարիֆհոջաևի հանցավոր խմբավորման անդամ, որը ներկայումս տնային կալանքի տակ է: Իսկ Մկրտչյանը, ուզբեկական անկախ ԶԼՄ-ների տեղեկությամբ, 2015թ. ազատազրկվել է Ուզբեկստանում»,–գրում է թերթը։
