«Թուրքական» ու «իսրայելական» խորհրդատուները ուղղակիորեն մասնակցել են ապրիլյան սրացումներին

Ես երբեք չեմ թերագնահատել Ադրբեջանին: Իր բոլոր հնարավոր թերություններով ու ներքին տեսանելի ու անտեսանելի խնդիրներով այն թույլ երկիր չէ: Նման կարծիք ունեմ/ունեցել եմ նաև այդ երկրի բանակի մասին: Խոսքը ստատիկ հզորության մասին է: Այս պարագայում համեմատությունը ավելի ճիշտ է իրականացնել հետևյալ կերպ. ոչ թե իրենք են թույլ, այլ մենք են, կոնկրետ իրավիճակներում, մի շարք գործոնների զորու առավել ուժեղ (դա էլ հավանաբար մոտիվացվածության, զենքի գրագետ կիրառման հաշվին):
Ապրիլյան սրացումները մի շարք սրբագրումներ մտցրեցին Արբեջանի բանակի վերաբերյալ իմ մոտեցումներում: Եթե ստատիկ հզորության ցուցիչով Ադրբեջանը գերազանցում է ՀՀ-ին, ապա դինամիկ իրավիճակում պատկերն այլ է:
Ռազմական հարձակման արդյունքում Ադրբեջանն ունեցավ 385՝ իդենտիֆիկացման ենթակա զոհ (և մոտ 2.5 անգամ ավել ոչ ենթական կորուստ), մոտ 1500-ից ավել վիրավոր և հայտնի թվով (ընդհանուր մոտ` 27 ծանր տեխնիկա, 14(+2) ԱԹՍ) տեխնիայի կորուստ: Այս ամենի ներքո ձեռքբերումը 800 քառ կմ տարածք էր: Սա մեծ, թե փոքր ձեռքբերում է, դժվար է միանշանակ ասել: Միգուցե Ադրբեջանի կողմից վճարած գնի համար դա շատ փոքր ձեռքբերում է, սակայն համեստ ռեսուրսներ ունեցող մեր համար ամեն թիզ հողը շատ կարևոր է: Իհարկե գնահատման հիմնական փաստարկը այս պարագայում այն գինն էր, որ մենք կարող էին վճարել, եթե որոշեինք այդ տարածքը ետ վերադարձնել:
Խոսելով Ադրբեջանի զինված ուժերի ու ապրիլյան սրացումների մասին՝ պարտադիր է նշել, որ վերջին գործընթացում էականորեն մեծ է եղել երկու երկրների՝ Թուրքիայի ու Իսրայելի մասնակցությունը: Չխորանալով Ադրբեջանի հետ նրանց ռազմական գործակցության պատմական դինամիկայի մեջ՝ նշենք վերջերս հայտնի դարձած երկու փաստի մասին. ապրիլյան ռազմական հարձակման ժամանակ ներգրավված են եղել թուրքական զորամիավորումների՝ առնվազն 70 սպա, իսկ իսրայելական կողմից՝ մոտ 40 մասնագետ (ինստրուկոտր): Հավանաբար խոսքը վերաբերում է ռազմական գործողության պլանավորման, իրականացման որոշ սեգեմնետերի կազմակերպման, ԱԹՍ-ի տեխնիկական սպասարկման գործընթացում նրանց մասնակցության մասին:
Այսինքն տարիներ շարունակ ունենալով նման մեծ ռազմական բյուջե, միլիարդների ծախսեր անելով իր զինված ուժերի անձնակազմի հմտությունների բարձրացման վրա՝ Ադրբեջանը փաստորեն կրկին օգտվում է երրորդ երկրների ռազմ. խորհրդատուների ծառայություններից: Ինչի մասին է սա փաստում. առնվազն, որ Ադրբեջանում ռազմական ոլորտի զարգացումը կատավարված ներդրումներին/ծախսերին համարժեք աճ չի արձանագրում: Այսինքն վաղվա պատերազմում նա կրկին ու կրկին ներգրավելու է այլ ուժերի: Սակայն նշենք, որ անգամ այդ պարագայում երրորդ երկրների ներգրավումը Բաքվի համար երաշխավորված հաղթանակի հնարավորություն չի տալիս. ապրիլյան զարգացումները դա փաստեցին:
