«168 ժամ» թերթը գրում է. «Իշխանությունը հաճախ փոխում է մարդկանց: Ավելի շատ փոխում է առավել պարկեշտներին ու արդարամիտներին: Նաեւ նրանց, ովքեր շահեկանորեն տարբերվել են իշխանությունից՝ իրենց մասնագիտական ու այլ հատկանիշներով: Մինչեւ իշխանությանը մաս կազմելու պահը, բնականաբար: Բայց իշխանությունը ձգում է նաեւ պարկեշտներին ու ազնիվներին: Ու եթե այլ պայմաններում դա պետք է միայն ողջունելի լիներ այն առումով, որ իշխանությունն ավելի լավը կդառնար, ապա Հայաստանում ու Հայաստանի նման երկրներում հակառակն է. իշխանության մեջ լինելու համար պետք է հավասարվել իշխանության հավաքական կերպարին:
Դա պայման է, որն ընդունելու դեպքում միայն որեւէ մեկը կարող է հայտնվել իշխանության մեջ: Ասվածի լավագույն օրինակը ՀՅԴ-ական Արծվիկ Մինասյանն է: Տարիներ շարունակ դաշնակցական նախկին պատգամավորն աչքի է ընկել իր մասնագիտական որակներով, որոնք կարողանում էր պահպանել անգամ այն ժամանակ, երբ իշխանության հետ հերթական մերձեցման փուլերում ՀՅԴ-ն ցուցաբերում էր իր հերթական, պատմական անսկզբունքայնությունը: Սակայն Էկոնոմիկայի նախարարի` առաջին հայացքից անհրապույր պաշտոնը բավարար եղավ, որպեսզի Արծվիկ Մինասյանը սկզբունքային հարցերում փոխի իր տեսակետը:
Պատգամավորական գործունեության ողջ ընթացքում մենաշնորհների ու կոռուպցիայի դեմ անխոնջ պայքար մղած Արծվիկ Մինասյանը, ահա, այսօր հայտարարում է. «Հայաստանի շաքար արտադրող գործարանն այսօր աշխատում է իր հզորության 25-30 տոկոսի չափով: Հիմա հարց է՝ առհասարակ այդ 25-30 տոկոսն էլ չպետք է թույլ տալ, որ աշխատի՞, թե՞ ավելի լավ է՝ դու օրենքով իրեն ճանաչես մենաշնորհ, բայց պայմաններ առաջադրես: Ընդունենք՝ ասես՝ դու պետք է առնվազն 90 տոկոս հզորությամբ աշխատես, դու պետք է ապահովես նվազագույնն այսքան աշխատատեղ, այսքան պետական բյուջեի մուտքեր, պետք է ապահովես թափանցիկություն: Այդ դեպքում, անկախ նրանից, թե ովքեր են սեփականատերերը, գուցե պետությունը նաեւ աջակցի այդ կազմակերպությանը՝ արտահանում կազմակերպի»:
Ա. Մինասյանը, իհարկե, չի ասում, թե կառավարությունն արդեն որոշել է Սամվել Ալեքսանյանին օրենքով շաքարավազի բնական մենաշնորհ տրամադրել, ասում է` եկեք այս հարցերը քննարկենք, գուցե ճիշտը դա է: Նա ընդհանրապես Սամվել Ալեքսանյանի անունը չի տալիս` երեւի զգուշացված լինելով, որ այս քննարկման «արդյունավետ» ընթացքի դեպքում հնարավոր է` շաքարավազի մենաշնորհի տիրոջ անվանումը փոփոխվի: Բայց տվյալ դեպքում խնդիրը ոչ թե՝ շաքարավազի շուկան է կամ Սամվել Ալեքսանյանը, այլ այն, թե ինչ կարող է անել պաշտոնը մարդու հետ:
