ԵՄ աջակցությամբ մայիսի 30-ին կազմակերպված համաժողովի ընթացքում ի մի բերվեցին ՀՀ արդարադատության ոլորտում անցած 25 տարիների ընթացքում իրականցված բարեփոխումները, ինչպես նաև ներկայացվեցին հաջողություններն ու հետագա անելիքները:

ՀՀ արդարադատության նախարարԱրփինե Հովհաննիսյանի համոզմամբ՝ԽՍՀՄ փլուզումով վերացավ  ձայնազուրկ ու կախյալ դատական համակարգը, փոխվեց նաև մարդկանց աշխարհայացքն ու վերաբերմունքն արդարադատության ոլորտի նկատմամբ: Հովհաննիսյանը հավելեց,որ այդ ուղղությամբ աշխատանքներ արվում են առ այսօր, և խնդիրների մի մասն իրենց լուծումը կստանա հենց 2016 թ.:

«Հայաստանն ունի ժամանակակիցարդարադատության ոլորտի բոլորառանցքային կառույցները, մասնավորապես՝ կայացած են իրավական և կարգապահական շրջանակները, առկա ևիրավազոր են մարդկային ռեսուրսները,անհրաժեշտ ենթակառուցվածքները ներդրվում կամ պլանավորում ենավարտին հասցնել հաջորդ փուլում, իսկ ոորտի կառավարման համակարգերը մշակվում են »,- «Արմենպրես»-ի փոխանցմամբ՝ ընդգծեց նախարարը: Նա հույս հայտնեց, որ բարեփոխումների մեջ ներդրվող ջանքերը հնարավորություն կտան մինչև 2020-2021 թվականները աստիճանաբար համապատասխանել ոլորտի միջազգային լավագույն չափանիշներին:

ՀՀ-ում ԵՄ պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկին ավելացրեց, որ ԵՄ-ն արդեն 10 տարի է, ինչ ակտիվ համագործակցում է Հայաստանում դատաիրավական ոլորտի բարեփոխումներին. կառույցն ավելի քան 45 մլն եվրո է տրամադրել տարբեր ծրագրեր իրականացնելու համար, օրինակ՝ բյուջետային և տեխնիկական աջակցության:

«Կենտրոնական և Արևմտյան եվրոպական երկրների փորձը ցույց է տալիս, որ առանց արդյունավետ արդարադատական համակարգի անհնար է գնալ դեպի ավելի ազատական համակարգեր, որոնք հիմնված են ընդհանուր արժեքների վրա՝ ժողովրդավարություն, իրավունքի գերակայություն և մարդու իրավունքներ»,- ասաց Սվիտալսկին: Ոլորտի հաջողություններից դեսպանը նշեց այլընտրանքային պատժամիջոցների ստեղծումը՝ ներառյալ պրոբացիոն ծառայության ներդրումը, հանրային պաշտպանի ինստիտուտի ամրապնդումը,  բնակչությանը տրամադրվող ծառայությունների բարելավումը, արբիտրաժային հ ամակարգի ձևավումը և քրեակատարողական հաստատությունների ձևավորումը: Այնուամենայնիվ, ըստ նրա՝ դեռ կան շատ լուրջ մարտահրավերներ, որոնց հարկավոր է անդրադառնալ:

«Քաղաքացիների ընկալումը պահանջում է, որ կառավարությունն ավելի ինտենսիվ դարձնի իր աշխատանքը: Կարևոր է ձեռք բերել հասարակության լայն զանգվածերի վստահությունը»,- նշեց Սվիտալսկին:

ՀՀ արդարադատության նախարարի տեղակալ Սուրեն Քրմոյանն իր հերթին ներկայացրեց 25 տարիների ընթացքում Հայաստանում արդարադատության ոլորտում իրականացված բարեփոխումների, ինչպես նաև ընթացիկ և հաջորդ բարեփոխումների փուլի նախնական գաղափարների համառոտ նկարագրությունը:
