Իրանի հետ ռազմավարական գործընկերության կարևորության թեզը

Արման Մելիքյանը ֆեյսբուքյան իր էջում գրում է.
ՀՀ և ԼՂՀ իշխանամերձ շրջանակները հաճախ են տարբեր առիթներով արծարծում հայկական երկու պետությունների՝ Իրանի հետ ռազմավարական գործընկերության կարևորության թեզը: Սովորաբար այդ թեման ակտիվ քննարկումների առարկա է դառնում այն ժամանակ, երբ ինչ-ինչ պատճառներով անհրաժեշտություն է առաջանում մեր հանրության կամ Ռուսաստանյան վերնախավի ականջին հասցնել այն միտքը, որ Հայաստանը բացառապես Կրեմլի հույսին չի մնացել և կարող է պաշտոնական Թեհրանի հետ համագործակցությամբ ապահովել սեփական շահերը Ռուսաստանի, Ադրբեջանի և Թուրքիայի հետ ունեցած հարաբերություններում: Տեսականորեն այդ հնարավորությունն, իսկապես, գոյություն ունի, բայց գործնականում հայ-իրանական համագործակցությունը քաղաքական, տնտեսական, դիվանագիտական, ռազմական, ինֆորմացիոն և այլ ոլորտներում հազիվ իր պոտենցիալ ներուժի մեկ-երկու տոկոսի չափով է իրացված: Իրանը ժամանակին գործնական կարևոր քայլեր էր կատարել անգամ ԼՂՀ միջազգային սուբյեկտության մակարդակը բարձրացնելու ուղղությամբ՝ 2005 թվականին ի թիվս այլ համատեղ նախագծերի նաև հաջողվեց հասնել նրան, որպեսզի Ստեփանակերտում պաշտոնապես բացվի Իրանի առևտրականների ու արդյունաբերողների միության գրասենյակը և իր պարտականությունների կատարմանն անցնի այդ հեղինակավոր կազմակերպության ներկայացուցիչը: Չիմացողների համար ասեմ, որ Արցախում մինչ այդ օտարներից գործել են Միջազգային Կարմիր խաչի գրասենյակը, ԵԱՀԿ գործող նախագահի ներկայացուցչի դաշտային օգնականների համար նախատեսված հենակետը և ականազերծման աշխատանքներով զբաղվող բրիտանական «Հելո թրասթ» կազմակերպությունը: Այսինքն՝ այն ժամանակ Իրանի կողմից լուրջ քայլ արվեց Արցախի ինքնիշխանությանը շատ կարևոր և, ըստ էության, առաջին հերթին քաղաքական աջակցությունը ցուցաբերելու ուղղությամբ: Այդուհանդերձ, թերևս երկու տարվա ընթացքում, ինձ համար անհայտ հանգամանքների ճնշման տակ իրանական կողմն այդ գրասենյակը փակելու որոշում ընդունեց և այդ որոշումն, իմ կարծիքով, կայացվեց այն պատճառով, որ մեր գործընկերներն եկան այն համոզման, որ Արցախի անկախության մասին արվող հայտարարությունները լուրջ հակասության մեջ են գտնվում իրականության հետ: Արցախի միջազգային ճանաչման անհրաժեշտության վերաբերյալ վերացական ճամարտակություններն, ինչ խոսք, ստեղծված իրավիճակում նախընտրելի են, քան այդ ճանաչմանն ուղղված մեր գործընկեր-պետության կոնկրետ քայլերին համարժեք գործնական աջակցությունը ցույց տալը:
