Երբ ուզում են օրինականացնել թալանը

Կարեն Համբարձումյանը ֆեսյբուքյան իր էջում գրում է.
դեմ «պայքարի» ազդարարումից անմիջապես հետո մենք տեսանք այս «պայքարի» առաջին գործնական քայլերը։ Էկոնոմիակայի նախարարը չի բացառել, որ հնարավոր է շաքարի ներկրման ոլորտին արդեն օրենքով «դոբրո» տրվի։ Հսկանանք, թե դա ինչ է նշանակում և ինչ հետևանքներ կարող է ունենալ։
1. Արծվիկ Մինասյանը համոզված է, որ պետությունը, օրենքով ոլորտին մենաշնորհ տալով՝ վերհսկելի կդարձնի այդ մոնոպոլիստին, և վերջինս չի կարողանա ոչ միայն ստվերում մնալով խուսափել իր հարկային պարտավորություններից, այլ նաև կկարողանա հստակ գնային շեմ սահմանել։ Իհարկե բազմաթիվ զարգացած երկրներում է այս մեխանիզմը գործում է, սակայն, վստահ եմ, որ այն չի գործի մեր պարագայում, քանի որ սրա համար մեր կառավարությունը չունի այն հիմնական նախադրյալը ինչպիսին՝ ազնվությունն է։ Ուստի, արդյոք պետությունը մոնոպոլիստին օրենքի դաշտ տեղափոխելով, կստեղծի նաև այն իրավական մեխանիզմները, որոնցով հնարավոր կլինի իրականացնել նրա վերահսկողությունը, պարտադրելով նրան խաղի հստակ կանոններ, գնային հստակ շեմ, կամ առհասարակ, ինչու չպետք է ժողովուրդը քմծիծաղով չարձագանքի այս «բարեփոխմանը», եթե հավանականությունը շատ մեծ է, որ սա պարզապես հերթական անտեղի արտոնությունն է, որը շնորհում է բոլորիս քաջ հայտնի շաքարի մոնոպոլիստին։
2. Մեր երկրում շաքարի ներկրման մենաշնորհի օրինականացումն ավելի շուտ նշանակում է թույլ մոնոպոլիստի ոլորտի հետ վարվել այնպես, ինչպես ինքն է կամենում, այսինքն պատկերավոր ասած «օրիանականացնել» անօրինականը։ Իվերջո եթե այսքան ժամանակ մոնոպոլիստւ այդ նույն կառավարության թողտվությամբ արել է բազմաթիվ տնտեսական չարաշահումներ, ինչու պետք է օրենքով իրեն տրված իրավասություններով հանկարծ դառնա բարեխիղճ տնտեսվարող։
3. Սա կարող է վատ նախադեպ դառնալ նաև մյուս ոչ լեգալ, բայց թիմակիցների «դոբորոյով» ապրող մոնոպոլիաների համար։ Իսկ տնտեսագիտությունից առանձնապես խորքային գիտելիքներով պետք չէ փայլել հասկանալու համար, որ սա վերջնականապես կթաղի առանց այն էլ մահամերձ վիճակում գտնվոց ՓՄՁ-ները և տնտեսական ազատ մրցակցության վերջին հույսերը Հայաստանում։
