Ալիևը հայտարարել է «լուրջ բովանդակային բանակցությունների շուտափույթ մեկնարկի» մասին։ Զարմանալի է, իհարկե, Բաքվի բռնապետի շուրթերից լսել հակամարտությանը դիվանագիտական ճանապարհով լուծում տալու շտապողականություն և պատրաստակամություն արտահայտող հայտարարություններ, երբ ընդամենը քառօրյա պատերազմից առաջ, դրանք ոչ այլ ինչ էին քան Հայաստանին ուղղված ռազմական սպառնալիքներ։ Ինչու է ուրեմն այսպես կտրուկ, ավելի հավանական է առերես, փոխվել Ալիևի կեցվածքը։ 
1. Նախ ապրիլյան պատերազմի հրայրումը թշնամու համար ոչ միայն հայկական կողմին տարածքային կորուստներ պատճառելու փորձ էր, այլ նաև ուներ հետախաուզական հստակ նպատակներ։ Եվ քառօրյա պատերազմում այդ նաև հետախուզական բնույթ ունեցող ռազմական գործողությունից թշնամու համար պարզ դարձավ, որ ինքն ի վիճակի չէ ռազմական ուժոց տարածք վերցնելու։ Եվ այս եզրահանգումը գոնե առժամանակ կստիպի թշնամու ռազմաքաղաքական վերնախավին հրաժարվել «օկուպացված տարածքները հետ վերցնելու» չարչրկված տեսությունից, քանի որ այդ տարածքները «հետ բերելու» համար հրահրված քառօրյա պատերազմը իսկը ժամանակն էր իրագործելու «ցանկացած պահին Հայաստանին ռազմական ուժող ծնկի բերելու» տեսությունը։ Իսկ քանի որ այն այդպես էլ մնացել է ընդամենը դատարկ սպառնալիք, ուրմեն սեփական հասարակությանը խաբելու համար այժմ այլ սուտ է պետք ստեղծել՝ այն է Ադրբեջանի ազդեցիկ դերը միջազգային քաղաքական հարթակում և դոմինանտությունը բանակցային գործընթացում։ 
2. Ադրբեջանի դիրքորոշման այս պայմանական մեղմացումը ակնհայտորեն կրում է միջազգային հանրության ճնշումը, որը գործադրվում է ոչ թե ագրեսորին զսպելու և տարածաշրջանում խաղաղություն պահպանելու նպատակով, այլ աշխարհաքաղաքակն գործընթացների համատեսքտում, որոնք ուղղակիորեն գոնե այնքան էլ չեն առնբչվում Հայաստանի հետ։ 
Վերջիվերջո նավթոդոլարներով շնչող Բաքվի բռնապետի դիրքերն էլ անսասան չեն՝ հատկապես նավթի և գազի համաշխարհային շուկայում գների կտրուկ անկման պատճառով ադրբեջանական խոշոր անկում ապրած տնտեսության պայմաններում։ Եվ Արցախյան հիմնախնդրում այս «կառուցողական» դիրքոշումը, ինչպես նաև լրագրող Հադիջա Իսմայիլովային ազատություն տալն ընդամենը, այդ ճնշման թուլյ արտացոլումներն են։ 
3. Եվ իհարկե չենք կարող անտեսել նաև հայկական կողմի կոշտ դիրքորոշումը, հստակ նախապայմանները, որոնցից երկուսը քննարկվեցին Վիեննայում։ Սա նախ ցույց տվեց, որ երբ թշնամու հետ խոսում ես իր լեզվով, տեղ հասնում է։ Եվ երկրորդ՝ անկախ նրանից թե Ավստրիայի մայրաքաղաքում ձեռք բերված «պայմանավորվածությունները», որքանով են հստակ և վերջնական, դրանցից ոչ մեկը չի բխում թշնամու շահերից, և լուր( հիմքեր կան, որ հայկական կողմի այս նախապայմանները բանակցային գործընթացի նոր փուլի ելակետ կարող են դառնալ։ Այսինքն Ադրբեջանը, որի համար բանակցային գործընթացի նոր փուլը լավ չի մեկնարկել, փորձում է իր կեղծ կառուցողականությամբ այժմ թեքել դրանց ընթացքն հօգուտ իրեն։
