Բյուջեի թերակատարման պատճառը տնտեսական ցուցանիշների վատթարացումն է. ՀՀ գլխավոր գանձապետ.«Հայկական ժամանակ»

ՀՀ ֆինանսների փոխնախարար, ՀՀ գլխավոր գանձապետ Ատոմ Ջանջուղազյանը երեկ «Հժ»–ին տված հարցազրույցում հայտարարեց, որ բյուջեի թերակատարման պատճառը տնտեսական ցուցանիշների վատթարացումն է։
- Պարոն Ջանջուղազյան, ինչո՞ւ է մոտ 80 մլրդ դրամով թերակատարվել 2015թ. բյուջեն:
- Մենք ունեցել ենք տնտեսական ցացանիշների վատթարացում։
- Այսինքն, պատճառն այն է որ 2015 թվականին չիրականացա՞վ
ակնկալվող տնտեսական աճը։
- Պատճառը միայն տնտեսական աճով չի պայմանավորված։ Դա գործոններից մեկն Է, որն ազդում է բյուջեի թերակատարման վրա. այն Էլ ոչ ուղղակիորեն։ Տնտեսական աճը չէ, որ հարկ է առաջացնում, հարկ առաջանում է համախառն ներքին արդյունքից։ ՀՆԱ-ն սպասվածի չափով չի ավելացել։ Ավելին վերլուծություններ կան, որ եթե ոչինչ չձեռնարկվեր, այլ հավասար պայմաններում այդ զարգացումներում մենք կունենայինք ավելի տխուր պատկեր։ Օրինակ, կրճատվել է ընդհանուր սպառումը, բայց պետական բյուջեի հարկաբյուջետային քաղաքականության այսպիսի վարքագիծը հնարավորություն է տվել մեղմել այդ կրճատման աստիճանը, որովհետև ընդհանուր սպառման կրճատման պայմաններում պետական սպառումն աճել է
- Ուզում եք ասել, որ պետական ծախսե՞րն եք ավելացրել։
- Այսինքն չենք կրճատել ծախսերը, այդ քաղաքականությունը միայն ավելացնելու ուղղությամբ չէ Հաջորդը ներդրումներն են, որոնք ընդհանուր առմամբ կրճատվել են. բայց ավելացել են պետական ներդրումները։
