Ալեն Ղևոնդյանը ֆեյսբուքյան իր էջում գրում է.
Ապրիլյան ռազմական սրացումները մի շարք «բացահայտումներ» արեցին հանրային ու էլիտաների ընկալման ամենատարբեր տիրույթներում: Պարզելով, որ մենք մեր խնդիրների լուծման հարցում աշխարհում մենակ ենք, (որն, իմ կարծիքով, շատ նորմալ է ու բնական), փաստորեն ջրի երես ելավ այն, որ 25 տարվա կառավարման ու հանրային կենսագործունեության ապահովման գործընթացում մի այնպիսի նշաձողի ենք հասել, երբ պետության անվտանգության ապահովման գինը զինվորի միջոցով վերջին պահին անհետաձգելի գործողություններ իրագործելն է:
Հանրային ընկալման հարթակում, սակայն ամենից խոցելի իրողությունն այն էր, որ հասարակության մի զգալի մասը բառից բուն իմաստով հիասթափվեց դեպի Ռուսաստան իրենց՝ հարատև ու անբեկանելի սիուց: Շատերի համար բացահայտում էր, որ Ռուսաստանը չէ, որ մեր խնդիրները պետք է լուծի, կամ որ Մոսկվայի շահերը նույն Երևանի շահերն կարող են և չլինել: Որպես հիմնական տարակուսանքի նյութ հանես էր գալիս հետևյալ դիտարկումը. չէ՞ որ մենք «ռազմավարական դաշնակիցներ» ենք...
Այս պարագայում խնդիրը հենց դրանում է, որ ինչպես հանրային, այնպել էլ երբեմն էլիտաների մակարդակում նախ՝ հասկացությունները պատշաճ չեն ընկալվում, ապա՝ ռացիոնալիզմը երբեմն կաղում է իրավիճակը օբյեկտիվ գնահատելիս ու ցանկալին ներկայացվում է որպես իրողություն....
Այս առումով մի քանի դիտարկում որոշ տերմինների օգտագործման մասով:
Երբ պետությունները նշում են, թե իրենց հարաբերությունները «ռազմավարական գործընկերային» են, դա նշանակում է, որ քաղաքական, տնտեսական կամ ռազմական ոլորտում երկրները ունեն նշանակալի գործակցություն՝ լուրջ ապրանքաշրջանառության մակարադակով: Սակայն չնայած նման բարձր որակի հարաբերակցությանը, հարաբերությունները կողմերի համար կարևոր են, սակայն անփոխարինելի չեն:
Մինչդեռ երբ պետությունները հայտարարում են, թե իրենց հարաբերությունները «ռազմականական դաշնակցային» են, դա նշանակում է, որ նրանց մոտեցումներն ու շահերն ոչ միայն շատ մոտ են, այլև, հատկապես քաղաքական ու միջազգային քաղաքական հարթակներում, փոխպայմանավորող են: Ուստի կողմերն ավելի շատ փոխլրացնում են միմյանց ու ռազմավարական առումով անփոխարինելի են: Այս պարագայում կարևոր է, որ կողմերը կարողանան պահպանել փոխադարձ շահերը ընդունելու ու անգամ հանուն դաշնակցի սեփական շահերը որոշակիորեն զիջելու մոտեցումները:
Եթե այս առումով դիտարկենք, ապա ինչպես Երևանը, այնպես էլ Բաքուն Մոսկվայի համար ռազմավարական գործընկերներ են՝ ոչ ավելին: Ուստի իրականում ամեն բան էլ նորմալ է. ուղղակի մենք պետք է մրցունակ լինենք, որ մեզ հետ փորձեն դաշնակցել, ոչ թե հակառակը....
