Ադրբեջանը գնում է ժողովրդից գողացած փողերով Ալիեւների ձեռք բերած ոսկու հանքերը

Ադրբեջանը երկրի նախագահի ընտանիքի անդամներից կգնի մի քանի միլարդ դոլար արժեցող ոսկու 6 հանքերը, որոնք նրանք կոռուպցիոն ճանապարհով գողացել են ադրբեջանական ժողովրդից 9 տարի առաջ:

Ըստ կայքի` Ադրբեջանի նախագահ Իլհամ Ալիեւը հրամանագիր է ստորագրել «Ադրբեջանում Գարադաղ, Չովդառ, Գյոյդաղ, Դաղքեսեմեն, Քոխհեմեդան եւ Քյուրեքչայի ավազանի ոսկու հանքերում հետազոտությունների, եւ մշակման ոլորտում մի շարք միջոցառումների մասին»: Խոսքը այդ հանքերի մշակման մեջ արտասահմանյան ընկերությունների մասնակցության մասնաբաժինը պետության կողմից գնելու մասին է: Առաջարկությունն ստացվել է Ադրբեջանի բնապահպանության եւ բնական ռեսուրսների նախարարությունից:

Ալիեւը էկոնոմիկայի նախարարությանը եւ 2015 թվականի սկզբին ստեղծված AzerGold ՓԲԸ-ին հանձնարարել է անհրաժեշտ միջոցներ ձեռնարկել կապալառուներին պատկանող մասնաբաժինը AzerGold -ի կողմից ձեռք բերելու առնչությամբ (contact.az):

Ալիեւը 9 տարի առաջ իր 20 եւ 22-ամյա երկու դուստրերին` Լեյլա եւ Արզու Ալիեւաներին պատկանող մի քանի միլիարդ դոլար արժեցող 6 ոսկու հանքերը փոխանցել է օգտագործման չորս արտասահմանյան ընկերությունների: Իրականում բոլոր հանքերը հանձնվել են նախագահական ընտանիքի օգտագործմանը (Meydan TV):

«Ազատություն» ռադիոկայանի լրագրող Խադիջա Իսմայիլովայի եւ Կոռուպցիայի ու կազմակերպված հանցագործության ուսումնասիրության գծով կենտրոնի (OCCRP) կողմից անցկացված հետազոտության մեջ ցույց էր տրվել, որ Չովդար եւ այլ ոսկու հանքերը վերահսկող ընկերությունների հետեւում կանգնած են Ադրբեջանի նախագահի դուստրերը:

Ինչպես վկայում են Panama Papers (Պանամյան արխիվ) փաստաթղթերը, Իլհամ Ալիեւի դուստրերը` Լեյլա եւ Արզու Ալիեւաներն ամբողջությամբ վերահսկում են Պանամայում գրանցված Londex Resources S.A ընկերությունը, որին պատկանում է ոսկու հանքերի կոնսորցիումի կառավարման 45 տոկոսը: Արզու եւ Լեյլա Ալիեւաների ընդհանուր մասնաբաժինն այդ ընկերությունում կազմում է 56 տոկոս:

Կայքը հայտնում է, որ Ալիեւների ընտանիքից ոչ մեկը չի արձագանքել OCCRP-ի կողմից մեկնաբանություն տալու մասին իրենց հասցեին արված խնդրանքներին:

Վերջին տարիներին հիշյալ ոսկու հանքերում աշխատանքները դադարեցվել են, առաջացել են աշխատավարձի գծով հսկայական պարտքեր: 

Պանամյան փաստաթղթերի համաձայն` Londex Resources S.A ընկերությունը ոսկու արդյունահանման վրա ծախսել է մոտ 230 մլն դոլար եւ մինչեւ գործունեության անսպասելի դադարեցումն արդյունահանել 30 մլն դոլարի ոսկի:

OCCRP-ն գտնում է, որ նման հնարավորություններով ընկերության անսպասելի կերպով կորչելու ենթադրյալ պատճառներից մեկը կարող է լինել սեփականության կառույցի ոչ թափանցիկությունը, ինչի հետեւանքով այն անսպասելի դժվարությունների է հանդիպել ոսկու իրացման ժամանակ:

Հնարավոր է` հենց դրանով են բացատրվում հանքերում աշխատանքի դադարեցումը եւ աշխատակիցների աշխատավարձի գծով պարտքերը, եւ որպես հետեւանք, Ալիեւը որոշել է սեփական պետությանը վաճառել այդ օֆշորային ընկերությունում իր մասնաբաժինը:

«Այսպիսով, Ադրբեջանի հանրապետությունը Ադրբեջանի նախագահի ընտանիքի անդամներից կգնի միլիարդավոր դոլարների ոսկու 6 հանքեր, որոնք նա 2007 թվականին կոռուպցիոն ճանապարհով գողացել է ադրբեջանական ժողովրդից», -գրում է Meydan TV-ն:
