Հայաստանում առկա մենաշնորհների դեմ պայքարը լուրջ նախադրյալներ կարող է ստեղծել ազատ մրցակցային պայմաններ ունենալու համար: Նախ, մենաշնորհները խանգարում են երկրի տնտեսական զարգացմանը և խոչընդոտում, որպեսզի մենաշնորհային սուբյեկտների փոխարեն շուկան թելադրի իր պահանջները: Ըստ պաշտոնական տվյալների՝ ապրանքային շուկայում շրջանառության մոտ 40%-ը բաժին է ընկնում գերիշխող դիրք զբաղեցնող տնտեսվարող սուբյեկտներին:

Մենաշնորհների դեմ պայքարի տեսանկյունից առաջնահերթ նշանակություն ունի հատկապես հակամենաշնորհային քաղաքականությունը ներմուծման ոլորտում: Այս քաղաքականության համատեքստում որոշակի քայլեր են նախատեսվում, որոնցից է նաև Հայաստան ներմուծվող բոլոր ապրանքատեսակների մասով հուշաթերթիկների ստեղծումը։ Էկոնոմիկայի նախարարության կողմից առանձնացվել է 10 ապրանքատեսակ, որոնք մենաշնորհային ոլորտներ են դիտարկվում հանրության ու մասնագիտական շրջանակների կողմից։ Դրանց թվում են կարագը, շաքարավազը, բենզինը, ալյուրը, թռչնի միսը, բանանն ու ցիտրուսային մրգերը։

Հրապարակվելու են նաև սպառողական զամբյուղի մյուս ապրանքներին վերաբերող փաստաթղթերը: Միանգամից բոլոր փաստաթղթերի հրապարակման համար ժամանակ է պահանջվում, քանի որ յուրաքանչյուր ապրանքի համար կան մի քանի տարբեր ընթացակարգեր՝ ըստ առևտրի ռեժիմի: ՀՀ արտաքին առևտուրը բաժանվում է երեք ռեժիմի՝ երրորդ երկրներ առանց կանոնակարգման առանձնահատկությունների, երրորդ երկրներ՝ ազատ առևտրի մասին պայմանագրերով ու կանոնակարգման առանձնահատկություններով, և վերջապես՝ ԵՏՄ երկրներ:

Ամենակարևորն այն է, որ այդ փաստաթղթերով ապրանքներ ներկրել կկարողանա ցանկացած ձեռներեց, ինչը նոր լիցք կհաղորդի ներմուծման և արտաքին առևտրի ոլորտում դրական տեղաշարժեր ապահովելու տեսանկյունից:
