Հայաստանի Հանրապետության և Լեռնային Ղարաբաղի միջև ռազմական փոխօգնության համաձայնագիրը մշակման փուլում է: Այս մասին Ազգային ժողովում մշտական հանձնաժողովների նիստի ժամանակ, պատասխանելով ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանի հարցին, տեղեկացրեց ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը: «Ճիշտ եք, համաձայնագրի պատրաստումը հանձնարարվել է արտաքին գործերի նախարարությանը, այն մշակման փուլում է: Հաջորդ քայլերը կախված կլինեն ապագա զարգացումներից և համախատասխան գործոններից: Այսքանն է, որ ես այսօր կարող եմ ասել»,-ընդգծեց արտգործնախարարը:

Նա հավելեց, որ այս ոչ այնքան պարզ գործընթացների առնչությամբ ՀՀ և ԼՂՀ բարձրագույն իշխանությունները քննարկումների արդյունքում կգան եզրակացության` երբ հնարավոր կլինի դա իրականացնել:

Նաիրա Զոհրաբյանն արձագանքեց ու հարցրեց. «Խորհրդարանը Արցախի ճանաչումը համարեց այս պահին ոչ ճիշտ: Հաշվի առնելով ձեր նշած խնդիրները, փաստորեն նույն ռեժիմով է գնում ռազմական փոխօգնության համաձայնագիրը պատրաստելու ընթացքը, այսինքն` հնարավոր է չգա այն ընդունելու պատեհ պահը»: Ի պատասխան Էդվարդ Նալբանդյանը նշեց. «Ես նույն հավասարության վրա չէի դնի այդ երկու հարցերը: Չէի օգտագործի «նույն ռեժիմով» կամ այլ բառակապակցություններ: Ես կասեի այդ համաձայնագրի մշակման և կնքման հետ կապված հարցերը գտնվում են մեր օրակարգու մ»:
