Քաղցրաշենի գյուղացիներն այսօր կառավարության դիմաց բողոքում էին, որ քաղցրաշենի գործարանը խախտել է պայմանավորվածությունը ու կանոնավոր կերպով մթերված խաղողի դիմաց վճարումներ չի անում:
Եթե ընկերությունը խախտել է պայմանագիրը, ապա ճիշտ ճանապարհը դատարան գնալն է, եթե մթերման մի մասն իրականացվել է առանց պայմանագրի, ապա լուծումն ավելի շատ բարոյական հարթությունում է:

Գինեգործությունը երկրում լավ օրեր չի ապրում. մի կողմից դժվար է ամեն ինչ գցել գործարանի սեփականտերերի վրա, մյուս կողմից, չես կարող չհասկանալ այն մարդկանց զայրույթը, ովքեր խաողի վաճառքից եկող գումարներով են ապրում:
Շատ ավելի վատ վիճակում է կառավարությունը, որովհետև մի կողմից պետք է աջակցի գործարարներին, մյուս կողմից, պայմաններ ստեղծի գյուղատնտեսության համար: Սակայն երկու կողմի մոտ առաջացած խնդիրների համար բոլորի համար դիմելու միակ ելքը պետությունն է:

Իսկ պետության՝ այս դեպքում կառավարության լիազորությունները խիստ սահմանափակ են, որովհետև ընկերությունը, ում հետ խնդիրներ ունեն գյուղացիները, մասնավոր սեփականություն է, կառավարության համար ոչ կառավարելի:
Ըստ անհրաժեշտության, անելիքը դատական համակարգում է, գյուղացիները իրենց իրավունքները պետք է պաշտպանեն գործնականում, իսկ գոռալը, հարցազրույցներ անելն ու սրան նրան վիրավորելը ոչ մի խնդիր չի լուծում:
