ԸՕ փաստաթղթի շուրջ կոնսեսուսը կայացավ

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.
ԸՕ շուրջ ընթացող եռամսյա տքնանքը հանգուցալուծվեց ժամեր առաջ: ԱԺ արտահերթ նիստից առաջ քաղաքական դաշտի ըննդիմադիր ներկայացուցիչ Լևոն Զուրաբյանը նշեց, որ այս ԸՕ նախագիծը որևէ հարց չի լուծում ԵԱՀԿ, հանրության ու քաղաքական ուժերի կողմից ներկայացված առաջարկների մասով. «Հետևաբար, դեմ ենք քվեարկում՝ ըմբռնումով, որ կշարունակվեն աշխատանքները կոնսենսուսի ձեռք բերման ուղղությամբ»:
Հավելենք, որ ՀԱԿ համակարգողի խոսքից հետո նրա ֆրակցիայի ոչ բոլոր անդամները դեմ քվեարկեցին նախագծին. Լյուդմիլա Սարգսյանը կողմ քվեարկեց: Նա, սակայն, ընդդիմադիր թևի միակ ներկայացուցիչը չէր, ով իր քվեարկությամբ կողմ արտահայտվեց նախագծին: Նախագծին կողմ էին նաև Ռուբիկ Հակոբյանը, Ալիկ Արզումանյանը ԲՀԿ անդամները: Արդյունքում նախագիծը երրորդ ընթերցմամբ և ամբողջությամբ ընդունելու մասին հարցն ընդունվեց 102 կողմ, 17 դեմ, 3 ձեռնպահ ձայների հարաբերակցությամբ:
Փաստացի կարող ենք ասել, որ քվեարկության նման արդյունքը խոսում է համընդհանուր կոնսեսուսի մասին, այժմ կարելի է ասել, որ այն ինչ-որ չափով կայացել է՝ չնայած ընդդիմադիրերը դեռևս պահանջում են որոշակի հարցերի վերաբերյալ քննարկումներ անցկացնել: Հիմնական զեկուցող Դավիթ Հարությունյանն իր եզրափակիչ ելույթում հայտնեց. «Եթե անգամ հունիսի մեկից հետո հաջողվի գտնել այնպիսի մեխանիզմներ, որոնք կուժեղացնեն ԸՕ նախագիծն ու այդ մեխանիզմները իրական կլինեն, ԱԺ արտահերթ նիստ կամ նստաշրջան կհրավիրենք՝ ներկայացնելու առաջարկություններ՝ փոփոխություններ կատարելու համար»: Նշանակում է՝ արդեն կարելի է խոսել փաստաթղթի շուրջ որոշակի փոխհամաձայնության մասին, նաև իշխանական ներկայացուցիչները կարծես փորձում են լսել քաղհասարակության և ընդդիմադիրների խնդրահարույց պնդումները:
Հ.գ.1. ԱԺ արտահերթ նիստում, բացի ԸՕ-ից, ընդգրկված էին նաև այլ հարցեր, որոնց օրենսդիրը տվեց միասնական դրական կարծիք, սակայն նիստը խորհրդարանականներից ոմանց հնարավորություն տվեց լրացուցիչ «ֆոտոսեսիա» կազմակերպել, նկարվել հանդիսատեսի համար՝ խոսալով անգամ ամենապոզիտիվ հարցերի քննարկման ժամանակ:
