Պետական համակարգի ծախսերն «ուռճացված» համարողները մեղանչում են ճշմարտության դեմ. Դավիթ Հարությունյան

Կառավարության աշխատանքի օպտիմալացման և ծախսերի կրճատման գործընթացում առաջնային են պետական մարմինների լիազորությունների հստակեցումն ու կառավարության բեռնաթափումը: Հետագա քայլերին դեռ վաղ է սպասել:Ազգային ժողովում լրագրողների հետ ճեպազրույցում տեղեկացրեց ՀՀ կառավարության աշխատակազմի ղեկավար Դավիթ Հարությունյանը: «Հաջորդ քայլին շուտ մի սպասեք, այս պահին կարևոր հարցադրումը պետական մարմինների լիազորությունների վերանայումն է ու հավանաբար այդ մարմինների քանակի կրճատումը, ինչը, սակայն, անպայմանորեն չի նշանակում աշխատողների կրճատում: Կարող են մարմիններ իրար միանալ, խոշորանալ, բայց կարևոր խնդիրը լիազորություններն են և երկրորդը` կառավարության բեռնաթափումը»,-ասաց պաշտոնյան:
Նրա դիտարկմամբ` մարդիկ, ովքեր պետական համակարգի ծախսերի մասին խոսելիս, օգտագործում են «ուռճացված» բառը, մեղանչում են ճշմարտության դեմ: Բանը նրանում է, որ պետական համակարգում արվող ծախսերով Հայաստանն այլ երկրների համեմատությամբ գտնվում է սանդղակի ցածր դիրքերում: «Ասել, որ մենք բավարարված ենք մեր մակարդակով` ոչ, քանի որ մենք կարծում ենք, որ պետական համակարգը պետք է նոր խնդիրներ իր ուսերին վերցնի` միևնույն ժամանակ չմեծացնելով պետական ապարատը: Դրանով է հենց պայմանավորված մեր գաղափարախոսությունը, որ պետք է վերանայենք պետական մարմինների գործառություններն ու լիազորությունները»,-հավելեց Դավիթ Հարությունյանը:
Անդրադառնալով կառավարության բալանսում գտնվող ծառողական ավտոմեքենաների կրճատմանը, ապա նա նկատեց, որ 109 մեքենայի համար սահմանված ծախսերն այլևս ներառված չեն լինի 2017 թվականի բյուջեում: «Եթե 2016-ի բյուջեում պլանավորելիս եղել է «իքս» մեքենա, որոնց համար նախատեսվել է վառելիքի, տնտեսական այլ ծախսեր, ապա 2017 թվականի բյուջեում ներառվելու է «իքս մինուս 109» մեքենա: Ստացվում է, որ այս մեքենաների համար նախատեսված ծախսերը դուրս են գալիս բյուջեից»,-ասաց զրուցակիցը` նշելով, որ կտնտեսվի 1 միլիոն 2 հարյուր հազար դրամ:
Անդրադառնալով հայտարարություններին` ըստ որոնց կառավարության այս կամ այն գերատեսչությունների աշխատակիցները կկարողանան գնել դուրս գրված մեքենաները` Դավիթ Հարությունյանը հայտնեց, որ մեքենաները վաճառելու դեպքում հայտարարվելու է դասական աճուրդ, որին կարող են մասնակցել բոլոր ցանկացողները, այդ թվում` այդ աշխատակիցները: «Այլ հարց է, որ այն մարդիկ, ովքեր լավ են ճանաչում իրենց մեքենայի լավ ու վատ կողմերը, ունեն արտոնյալ դիրք ու լավ գիտեն իրենց մեքենան»,-հավելեց պաշտոնյան:
