Օրերս Երևանում տեղի ունեցավ Եվրասիական միջկառավարական խորհրդի հերթական նիստը: Նիստի ընթացքում քննարկվեցին բազմաթիվ հարցեր. նավթի և նավթամթերքի ընդհանուր շուկայի ձևավորում, միասնական մաքսային օրենսգրքի ընդունում, ինտեգրացիոն փոխգործակցությանն առնչվող հարցեր, ինչպես նաև՝ առևտրատնտեսական կապերի զարգացում գործընկեր երկրների, այդ թվում՝ Չինաստանի, Վիետնամի և Հարավարևելյան Ասիայի այլ պետությունների հետ:

Բավականին հետաքրքիր էր ԵԱՏՄ-ի և Վիետնամի միջև ազատ առևտրի համաձայնագիր ստորագրելու մասին հարցը: Ինչը նշանակում է, որ ԵԱՏՄ անդամ երկրների և Վիետնամի միջև առևտուրն այսուհետ կկարգավորվի ազատ առևտրի գոտիներին հատուկ արտոնությունների միջոցով՝ որոշ ապրանքների համար ներմուծման մաքսատուրքերի դրույքաչափերը նվազեցնելով կամ զրոյացնելով:

Համաձայնագիրը կարգավորում է ինչպես ապրանքային, այնպես էլ ծառայությունների առևտուրը, այդ թվում՝ ներդրումները: Նշենք, որ տվյալ համաձայնագրի յուրահատկությունն այն է, որ համաձայնագրի մասնակցության ու համապատասխան պարտականությունների ստանձնումը ԵԱՏՄ երկրներն ու երրորդ կողմը՝ Վիետնամը, ընդունում են ինքնուրույն: Այսինքն՝ ԵԱՏՄ անդամ-երկրները կարող են Վիետնամի հետ առանձին որոշել համաձայնագրի որ կետերով մտնել ազատ առևտրի մեջ (Հայաստանի համար, օրինակ, բավական շահավետ կարող է լինել ծխախոտի և ոգելից խմիչքների արտահանումը):

Հարկ է նշել, որ Վիետնամի և ԵԱՏՄ-ի միջև ազատ առևտրի գոտու ստեղծման վերաբերյալ փաստաթուղթն առաջինն է, որ ստորագրվել է ԵԱՏՄ-ի և երրորդ երկրի միջև, ինչը թույլ կտա լուծել նաև Ասիական և Խաղաղօվկիանոսյան տարածաշրջանում ընթացող ինտեգրացիոն գործընթացներին ԵԱՏՄ միանալու խնդրը:
