Պետությունն անցնում է խնայողական ռեժիմի

Ուղիղ մեկ շաբաթ առաջ՝ մայիսի 12-ին, ՀՀ կառավարության նիստում վարչապետի կողմից հայտարարություն-հանձնարարական եղավ բոլոր պետական կառույցներին՝ ծախսերի վերանայման և դրանց հնարավորինս կրճատման մասին: Արդեն մայիսի 19-ին կառավարության աշխատակազմի ղեկավարը ներկայացրեց գործընթացի առաջին արդյունքները, համաձայն որի, պետական մեքենաների թիվը կկրճատվի շուրջ 800-ով: Դրան զուգահեռ կկրճատվի նաև ծախսվող վառելիքի, մեքենաների սպասարկման և շահագործման ծախսերը:
Սրանից բացի, քայլեր արվել են մնացած ոլորտներում ևս: Մասնավորապես պետական բոլոր հիմնարկներին հանձնարարվել է սեղմ ժամկետում ներկայացնել տարեկան խնայողությունների ծավալ, որոնք հնարավոր է իրականացնել:
Անդրադառնալով ներկայացվածի տնտեսագիտական կողմին՝ ակնհայտ է դառնում, որ կառավարությունը անցում է կատարում խնայողական ռեժիմի, ինչը պայմանավորված է ստեղծված իրավիճակով, իսկ այս իրավիճակն այլ կերպ, քան հետպատերազմյա, չենք կարող անվանել:
Թեև ապրիլյան լարվածությունը ենթադրեց միայն քառօրյա ակտիվ մարտական գործողություններ, այնուհանդերձ, դրա տնտեսական հետևանքները դեռ երկար զգացնել կտան: Ասվածի ամբողջ խորությունը հասկանալու համար բավարար է հիշել արևմտյան տնտեսագետների այն բնորոշումը, որ «պատերազմը ֆինանսական գիշատիչ է»: Եվ իսկապես, քառօրյա պատերազմի տնտեսական ալիքներն արդեն սկսել են հասնել տնտեսության տարբեր ճյուղեր: Բանն այն է, որ պատերազմական ժամանակաշրջանում կտրուկ ավելանում է աբողջական սպառումը, ինչը բերում է շրջանառվող դրամական զանգվածի կրճատման: Զուտ արտահանման բացասական հաշվեկշիռ ունեցող երկրների համար, ինչպիսին է նաև Հայաստանը, առաջանում է նաև 2-րդ ալիքը՝ դրամական հոսք երկրից դուրս: Ասվածին մնում է միայն ավելացնել, որ ցանկացած կապիտալիստական երկրում փողի շուկան իրական հատվածի շարժիչն է, և ամեն ինչ պարզ է դառնում:
Ստեղծված իրավիճակը մոտ է ճգնաժամայինին. բավական լուրջ ջանքեր է պետք գործադրել այս բարդ իրադրությունից դուրս գալու համար: Այս ամենը պարզ հասկանում է նաև երկրի ղեկավարությունը, և հենց դա է եղել նման խնայողական ռեժիմի անցնելու շարժառիթը: Այս խնայողությունները թերևս սկիզբն են, և առաջիկայում շատ ավելի լուրջ խնդիրներ և մարտահրավերներ կլինեն, որոնց հաղթահարելու կարողություն էլ կբնորոշի իրականացվող քայլերի արդյունավետությունը:
