Ինչո՞ւ Կենտրոնական բանկը Վերահսկիչ պալատին թույլ չի տալիս ստուգել վարկային ծրագրերի արդյունավետությունը.«Հայկական ժամանակ»

«Ինչո՞ւ Կենտրոնական բանկը Վերահսկիչ պալատին թույլ չի տալիս ստուգել վարկային ծրագրերի արդյունավետությունը։ Այս շաբաթ Ագգային ժողովում ՎՊ 2015թ. տարեկան հաշվետվության քննարկման ժամանակ այս հարցը նորից շրջանառվում Էր պատգմավորների շրջանում։ Օրինակ Գերմանահայկական հիմնադրամում եղած շուրջ կես միլիարդ դոլար արժողությամբ ծրագրերի իրականացումը դուրս Է մնացել ՎՊ վերահսկողությունից։ Այդ հիմնադրամում են կուտակվել ոչ միայն Գերմանիայից, այլև Համաշխարհային բանկից, Ասիական զարգացման բանկից, ինչպես նաև կառավարությունից ստացված վարկային միջոցները։ ԿԲ-ն ՎՊ–ին ստուգումներ թույլ տալու մերժումը պատճառաբանում է, որ դա բանկային գաղտնիք և ՎՊ հաշվետվության քննարկման ժամանակ որոշ փակ ոլորտների ստուգման հարցը բարձրացնող պատգամավոր Թևան Պողոսյանի կարծիքով, ամեն դեպքում, ԿԲ-ի վարկային ծրագրերի արդյունավետությունն էլ պետք է ստուգվի։
Եթե ԿԲ-ն դա ՎՊ-ին թույլ չի տալիս, ապա ՎՊ-ն եթե որոշակի կասկածներ ունի, կարող է միջազգային աուդիտ հրավիրելու կամ պետության ուշադրությունն այդ խնդրին սևեռելու հարց բարձրացնել և այդ ճանապարհով կարող է ստուգել այդ վարկերի արդյունավետությունը։ Թե ինչու ՎՊ-ն այդ քայլին չի դիմում, այլ հարց է, բայց Աժ-ում շրջանառվող տեղեկությունների համաձայն ԿԲ-ն կամ ԿԲ ղեկավարությունն այդ վարկերը մինչ նպատակին ծառայեցնելու կամ միգուցե ընթացքում էլ շրջանառության մեջ է դնում առևտրային բանկերում։ Դրանք ցածր տոկոսադրայքով ստանում է դոնոր կազմակերպություններից, 7-8 տոկոսով էլ տալիս է առևտրային բանկերին։ Այդպիսով, ԿԲ ղեկավարությունն ահռելի գումարներ է աշխատում։ Երեկ մեզ չհաջողվեց Աժ-ում գտնվող ԿԲ նախագահ Արթուր Ջավադյանից այս խնդրի վերաբերյալ մեկնաբանություն ստանալ, քննարկման ավարտից հետո նա շենքից հետնամուտքից դուրս եկավ։ Հավելենք, որ Աժ-ում շոջանառվող խոսակցությունների համաձայն վերը նշված վարկային ծրագրերն իրականացվում են ոչ պատշաճ կերպով, քանի որ հատկացված գումարները նախ ծառայում են հավելյալ շահույթ ապահովելու համար։ Այդ պատճառով էլ արգելում են ՎՊ-ի մուտքն այդ ծրագրերում»,–գրում է թերթը։
