Պառլամենտական աշխատանքների մասին խոսելիս պետք է նայել թե պառլամենտն ինչ որակի է և ինչ աշխատանքներ են տարվում օրենսդրական գործունեության համար:
ԱԺ քառօրյայի երրորդ ռաունդն ուղղակի տաղտկալի է ու գաղջ: Քննարկվող հարցը, սակայն, բավականին հետաքրքիր է, անգամ ինտրիգային: ԱԺ-ում արդեն երկրորդ օրն է՝ քննարկվում է ՀՀ վերահսկիչ պալատի 2015 թվականի տարեկան հաշվետվությունը:
Վերահսկիչ պալատի մասնագետները ներկայացնում են Վայոց ձորի և Սյունիքի մարզերի Սոցիալական ծառայությունների տարածքային գործակալություններում իրականացված ուսումնասիրությունների նախնական արդյունքներն ու բացահայտված խախտումները: Արագածոտնում սոցիալական ծառայության մի քանի պետեր ազատվել են զբաղեցրած պաշտոններից:
2015-ին ստուգումներ է իրականացրել նաև Գյուղատնտեսության նախարարության գյուղատնտեսության աջակցության հանրապետական և մարզային կենտրոն ՓԲԸ-ներում: ՎՊ ստուգմամբ պարզվել է, որ գյուղատնտեսության աջակցության մարզային կենտրոնների գործունեությունը հիմնականում ձևական բնույթ է կրել: Նշենք, որ տարեկան հաշվետվությունում լուրջ անդրադարձ կա նշված խախտումներին:
ԱԺ նիստերի դատարկ դահլիճը խոսում է այն մասին, որ կարևոր փաստաթղթերը՝ լինի Սահմանդարություն, ԸՕ, թե երկրի համար մեկ այլ փաստաթուղթ, պատգամավորների համար որևէ հետաքրքրություն չեն ներկայացնում: ՀՀ վերահսկիչ պալատի 2015թ. տարեկան հաշվետվության քննարկմանը մասնակցել է 12 պատգամավոր կոալիցայից և 2-ը՝ ընդդիմությունից: Հարկ է նշել, որ ՎՊ հաշվետվությունը տեղի է ունենում տարեկան մեկ անգամ և մեծարգո օրենսդիրների համար այդքան էլ ծանր չպետք է լինի տարին մեկ անգամ լսել և տեղեկանալ, թե պետական կառավարման ոլորտում ինչ խախտումներ է հայտնաբերել ՎՊ-ն:
Պառլամենտականների անբարեխիղճ ու արհամարական պահվածքի ֆոնին օրենսդրական բացերի ու թերացումների մասին խոսելն անիմաստ ժամավաճառություն կլինի: Փաստ է, որ այսօր ՀՀ-ում գրեթե պառլամենտական ճգնաժամ է:
