Արթուր Ղազինյանը ֆեյսբուքյան իր էջում գրում է.
Արդեն կարելի է ամփոփելՎիենայում Հայաստանի և Ադրբեջանի Նախագահների կայացած հանդիպման արդյունքները.
1. Ադրբեջանը տարիներ շարունակ ջանք չէր խնայում վարկաբեկելու ԵԱՀԿ ՄԻնսկի խումբը և ձգտում փոխել բանակցային ձևաչափը` առնվազն այնտեղ տեղավորելով Թուրքիային կամ էլ ընդհանրապես վերացնելով այն: Ի պատասխան, ԵԱՀԿ Մինսկի խումբը, համանախագահող պետությունների արտաքին գործերի նախարարների մակարդակով, Գերմանիան` արտաքին գործերի նախարարի մասնակցությամբ, ինչպես նաև Եվրոպական միությունը` Ընդհանուր արտաքին և անվտանգության քաղաքականության բարձր Ներկայացուիցչ Մոգերինիի մասնակցությամբ հաստատեցին, որ ԼՂ հակամարտության կարգավորման գործընթացում ԵԱՀԿ Մինսկի խումբը այլընտրանք չունի և այն միակ միջնորդական ձևաչափն է, որ ի զորու է լուծել տարածաշրջանում խաղաղության պահմանման բարդ խնդիրը: Արդբեջանն այստեղ արձանագրեց կատարյալ ֆիասկո:
2. Տարիներ շարունակ Ադրբեջանը փորձում էր մոռացության մատնել 1994թ. ստորագրված և 1995թ. հաստատված զինադադարի հաստատման մասին եռակողմ համաձայնագիրը, քանի որ այնտեղ դրված էր ԼՂՀ ներկայացուցչի ստորագրությունը, սակայն ԵԱՀԿ Մինսկի խումբը իր հայտարարությամբ լեգալացրեց ու լեգիտիմացրեց այս համաձայնագիրը: Սա Ադրբեջանի հերթական դիվանագիտական պարտությունն էր:
3. ԵԱՀԿ Միսնկի Խումբը հաստատեց ԱՄՆ առաջարկությունը շփման ամբողջ երկայնքով միջադեպերի հետաքննության մեխանիզմների ներդրման վերաբերյալ` ավելացնելով ԵԱՀԿ մշտական ներկայացուցչի գրասենյակի անձնակազմի թիվը և տալով այս կառույցին լրացուցիչ լիազորություններ շփման գծում մշտադիտարկում իրականացնելու և զինադադարի խախտման դեպքում կոնկրետ կողմին հասցեական մեղադրանք ներկայացնելու համար: Այս առաջարկությանը դեմ էր Ադրբեջանն ու Ռուսաստանը, որոնք, ինչպես մենք տեսանք, չկարողացան դիմադրել և որոշումը այնուամենայնիվ կայացվեց: Այստեղ Ադրբեջանը նույնպես պարտվեց:
4. Բովանդակային բանակցությունները վերսկսելու համար ԵԱՀԿ Միսնկի խումբը պետք է լրամշակի բանակցությունների սեղանին դրված <Մադրիդյան սկզբունքները>` ադապտացնելով դրանք Ադրբեջանի կողմից սանձազերծված 4-օրյա պատերազմի արդյունքում ստեղծված նոր իրականությանը: Այս իրականության մեջ Ադրբեջանը միջնորդների կողմից ընկալվում է որպես ագրեսոր, որը ոտնձգել է խաղաղության դեմ, դեմ գնացել ԵԱՀԿ Միսնկի խմբի կողմից հնչեցրած բազմաթիվ կոչերին և փորձել խնդիրը կարգավորել ռազմական ճանապարհով: Նման իրավիճակում էր հայտնվել Սերբիան Կոսովոյի հանդեպ . . .
