Լեռնային Ղարաբաղի հակամարտության կարգավորման գործընթացի բանակցային կոմպոնենտը փակուղային իրավիճակում է հայտնվել: Այս իրավիճակի նախանշանները երևում էին դեռևս անցած տարվա օգոստոս ամսից, երբ Ադրբեջանը սկսեց պարբերաբար խախտել հրադադարը ու օգտագործել տարբեր տրամաչափի զինատեսակներ: Ավելին, ժամանակի ընթացքում ադրբեջանական կողմը, տեսնելով, որ միջազգային հանրության կողմից որևէ դժգոհության արտահայտություն չկա իր քայլերի վերաբերյալ, հետզհետե սկսեց մեծ տրամաչափի զինատեսակներ կիրառել: Միջազգային հանրության կողմից Ադրբեջանի քայլերին համապատասխան որակումներ չտալու հիմանական հետևանքը նաև եղավ այն, որ տեղի ունեցավ ապրիլյան «քառօրյա» պատերազմը ու չեն բացառվում նաև հետագա սադրանքները:
Բնական հարց է առաջանում, թե ԵԱՀԿ Մինսկի խմբի համանախագահ պետությունները ինչպե՞ս են պատկերացնում բանակցային գործընթացի շարունակությունը, այն դեպքում, որ խուսափում են հասցեական հայտարարություներ անել, թե ԼՂ հակամարտության որ կողմն է խախտում հրադադարը, դիմում, սադրանքների, ինչն էլ լուրջ արգելք է հանդիսանում բանակցային պրոցեսի շարունակության համար:
Ստեղծված իրավիճակում ԵԱՀԿ Մինսկի խմբի համանախագահները հայտարարել են, թե մայիսի 16-ին Վիեննայում կկայանա Սարգսյան-Ալիև հանդիպումը, որին կմասնակցեն նաև ԱՄՆ, Ռուսաստանի և Ֆրանսիայի ներկայացուցիչները: Նրանք նշել են, թե հանդիպման կայացմանը նպաստելու են համանախագահող երկրների արտգործնախարարները՝ նպատակ ունենալով վերահաստատել հրադադարի ռեժիմը և բարենպաստ պայմաններ ստեղծել հիմնարար սկզբունքների հիման վրա համապարփակ կարգավորման շուրջ բանակցությունների վերսկսման համար:
Մի բան հաստատ է՝ Վիեննայում նախատեսվելիք հանդիպումը և մյուս դիվանագիտական նախաձեռնությունները որևէ արդյունք չեն տալու, քանի դեռ կոնկրետ մեխամնիզմներ չեն մշակվել հրադադարի պահպանումն ապահովվելու համար: Եթե հրադադարի ռեժիմը չպահպանվի, ապա մոտ ապագայում բանակցային գործընթացի մասին խոսելը կդառնա անիմաստ:
