Հայաստանի բյուջեն կարող էր լինել մինչև վեց միլիարդ դոլար, որից կարող էին տարեկան մինչև երկու միլիարդ դոլար հատկացումներ կատարել ՊՆ-ին․․․ Բայց ՀՀ տնտեսության, շրջանառվող գումարների միայն մեկ վեցերորդն է ներկայացվում․․․ Պաշտոնյաներն ու օլիգարխները իրենց եկամտից չորս տոկոսից էլ պակաս հարկ են մուծում․․․ Իսկ գազի, լույսի և նման բաների համար նրանք համարյա գումար չեն մուծել․․․ Հարկային քաղաքականության դեպքում մուծումները երկու-երեք անգամ կավելանան, իսկ դա նշանակում է երկու-երեք անգամ ավելի բյուջե․․․ Բայց սա առասպելական բան է, երբ մարդկանց նպատակը ոչ թե բյուջեի աճն է, այլ այդ աճի քողարկումը և յուրացումը․․․ Բոլոր այն երկրները որոնք զարգացել են, նախապես պլանավորել են, թե մոտավորապես ինչ գումարներ պետք է մտնեն բյուջե․․․
Հաճախ, երբ որևէ մեծահարուստ, որն իրենց թիմից է և ցանկալի չէ պատժել, շատ քիչ հարկ է մուծել, նրան պարզապես հասկացրել են, որ դա շատ քիչ է, և այդ թիվը պետք է կրկնապատկել․․․ որ բյուջեն հասնի տարեկան վեց միլիարդի, որից երկուսը հատկացվի ՊՆ-ին․․․ Ամեն ինչ շատ պարզ է, մնում է միայն նոր վարկեր չվերցնել երկրի համար կործանարար պայմաններով և համեմատաբար ավելի ազնիվ ու իր ժողովուրդին ու երկիրը սիրող մարդու վստահել առանցքային պաշտոնները․․․
