ՀՀ-ի համար 2016-ը փորձություններով ու ցնցումներով լի տարի ստացվեց: Այն ինչ կատարվեց ապրիլի սկզբին ղարաբաղա-ադրբեջանական հակամարտ զորքերի շփման գոտում, ցույց տվեց, որ հայ ժողովրդին սպասվում է, ըստ էության, նոր փուլ, պետք է ապրել և շարժվել խաղի նոր ու հստակեցված կանոններով: Այս ամենը հաշվի առնելով՝ առաջինը հենց պետության վերին օղակներում հարկավոր են ծախսերի կրճատումներ:
Կառավարության այսօրվա նիստում գործադիրի ղեկավարը հայտարարել է, թե չնայած կա հաստատված բյուջե, սակայն պետք է անցնել խնայողության առավել խիստ ռեժիմի: Պետք է ձևավորել առավել քիչ ծախսատար պետական կառավարման ապարատ: Ըստ այդմ' պետք է կրճատվեն այն ծախսերը, որոնք չունեն էական ազդեցություն իրական արդյունքի վրա: Դրանց շրջանակը փոքր չէ' գործուղումներ, ներկայացուցչական ծախսեր, վերանորոգումներ, ծառայողական մեքենաները և այլն:

ՀՀ վարչապետի հայտարարությունն այն մինիմալ քայլն է, որ կարելի էր անել ստեղծված լարված, պետության համար գերկարևոր իրադրությունում, քանի որ երկրի անվտանգությանը վերաբերող հարցերը երկրորդական պլան են մղում մյուս բոլոր հարցերը:

Եթե հաշվի առնենք այն բոլոր լուրջ մարտահրավերները, որոնք ծառացած են պետության առաջ, ապա սա, ինչ-որ առումով, անգամ ուշացած նախաձեռնություն է: Սակայն հայտնի ասածվածքի ոգուն ու տառին հավատարիմ մնալով՝ նշեմ. «Լավ է ուշ, քան երբեք»:
