Լեհաստանի նախարարների խորհուրդը երեքշաբթի նոր հակաահաբեկչական օրենք է ընդունել, որը ենթադրում է հատուկ ծառայությունների լիազորությունների զգալի ընդլայնում, հայտնում է լեհական լրատվական  PAP գործակալությունը:

Օրենքի նախագիծը, որի դրույթները նախապես հայտնի էին, բազմիցս քննադատել են լեհական ընդդիմության ներկայացուցիչները: Մասնավորապես, երկրի ԱԳՆ-ի նախկին ղեկավարը, խոշորագույն ընդդիմադիր կուսակցության`   «Քաղաքացիական հարթակ»-ի առաջնորդ Գժեգոժ Սխետինան հայտնել է, որ տվյալ օրենքը  «անընդունելի է ազատ աշխարհում»:

Ավելի վաղ հայտնի է դարձել, որ օրինագծի համաձայն, ահաբեկչական գործողությունների կանխարգելման համար ամբողջությամբ պատասխանատու կլինի Ներքին անվտանգության գործակալության ղեկավարը: Նա պիտի կոորդինացնի նաեւ այդ ոլորտում ծառայությունների աշխատանքը, մինչդեռ ՆԳՆ-ի ղեկավարը պատասխանատու կլինի ահաբեկչական գործողությունների վերահսկողության, դրանց հակազդման եւ հետեւանքների վերացման համար: 

Ահաբեկչության դեմ պայքարի շրջանակում առաջարկվում է թույլատրել զենքի օգտագործումը հարձակում կատարող մարդու վերացման համար,  «եթե դա անհրաժեշտ է հակազդելու մարդու կյանքի կամ առողջության նկատմամբ անմիջական, անօրինական, բռնի ոտնձգությանը»: Զենքի նման օգտագործման իրավունք կստանան ոստիկանները, սահմանապահները, ներքին անվտանգության աշխատակիցները կամ էլ հակաահաբեկչական խմբի կազմում գտնվող զինվորականները: 

Նախագիծը նաեւ ենթադրում է տագնապի չորս մակարդակի ներմուծում:  Ամենաբարձրը` չորրորդը, կներմուծվի Լեհաստանում կամ լեհերի դեմ կամ լեհական հաստատությունների դեմ ահաբեկչական գործողության կատարման կամ դրա «նախապատրաստման առաջացած փուլի» վերաբերյալ տեղեկություն ստանալու դեպքում:  Տագնապի երրորդ եւ չորրորդ մակարդակները ենթադրում են հանրային միջոցառումներ անցկացնելու արգելքի հնարավորություն, ինչպես նաեւ բանակի օգտագործում  ահաբեկչական գործունեությանը հակազդելու համար: 

Բացի այդ, նախատեսված է այն անձանց ցուցակի կազմում, որոնք կարող են կապված լինել ահաբեկչական գործողության հետ, ահաբեկչական կազմակերպության անդամ լինել կամ գործել նրանց անունից: Օրինագծում ճշտվել են նաեւ երկրից օտարերկրացիների արտաքսման կանոնները: 

Ենթադրվում է նաեւ զրույցները լսելու հնարավորություն, դիտարկում եւ գաղտնալսում տարածքներում, օտարերկրացիների փոստի եւ ծանրոցների ստուգում ահաբեկչության դեմ պայքարի օպերատիվ գործողությունների շրջանակում` երեք ամսվա ընթացքում: Օրինագիծը ենթադրում է անձնական տեղեկության, անձնագրի եւ հասցեի տրամադրում հեռախոսային կապի կանխավճարային քարտերի գնման դեպքում մինչեւ 2017-ի հունվարի    2-ը: Այդ ժամկետից հետո այն անձանց քարտերը, որոնք տվյալներ չեն տրամադրել, կանջատվեն, հայտնում է «ՌԻԱ Նովոստին»:
