Ծովինար Առաքելյանը ֆեյսբուքյան իր էջում գրում է.
Արդեն 3 ամիս է՝ ինձ հոլի պես պտտում են Սոցապ նախարարության բոլոր բաժիններով, չարչարանքներիս 4-րդ ամսում որոշեցի խնդիրս ուղղել նախարար Արտեմ Ասատրյանին, քանզի, կարծում եմ, որ այս նախարարությունում նրանից վերև ոչ ոք կանգնած չէ, և այլևս չեն կարող արդարանալ, թե սա մեր բաժնի խնդիրը չէ, դիմեք այսինչ բաժնին։ Ստացվում է, որ նախարարն անում է մի հայտարարություն, որն իր աշխատակիցներն ի զորու չեն իրականացնել, այնինչ՝ նախարարի մակարդակով հայտարարություն անելուց առաջ նախ պետք է համոզվել, որ համակարգը նորմալ գործում է, աշխատակիցներն էլ ըմբռնել են՝ ինչ պետք է անեն։
Ամիսներ առաջ նախարարը հայտարարեց, որ մինչև 2 տարեկան երեխայի խնամքի համար տրամադրվող նպաստը մայրերը կարող են ստանալ բանկային համակարգի միջոցով: Փորձեցի հեշտացնել կյանքս և «Հայբիզնեսբանկում» բացեցի համապատասխան հաշվեհամար և անհրաժեշտ փաստաթղթերը ներկայացրի սոցիալական ապահովության պետական ծառայության աշխատակազմի Աջափնյակի տարածքային բաժին: Համարյա չհասկանալով ինչի մասին է խոսքը՝ ընդունեցին դիմումս փետրվար ամսվա սկբին: Երբ 1 ամիս անց գումարը չփոխանցվեց հաշվիս, փորձեցի ճշտել՝ ինչն է խնդիրը. պարզվեց, որ իմ ներկայացրած փաստաթղթերը կորցրել են, իսկ դիմում ընդունած աշխատող Փառանձեմը, ազատվել է աշխատանքից: Օրեր անց զանգահարեցին և ասացին, որ աշխատանքն իրականացնող ծրագրով դեռ աշխատել չեն կարողանում, բայց գտել են փաստաթղթերը և ամեն ինչ շուտով կկարգավորեն: Բայց այսքանով խնդիրներս չլուցվեցին։ Զանգահարեցին ինձ դրանից ևս 2 ամիս անց և ասացին, որ հիմա էլ չեն կարող գումարը փոխանցել, որովհետև վստահ չեն, որ դիմում գրած անձը ես եմ և խնդրեցին նորից մոտենալ տարածքային բաժին: Նորից մոտեցա բաժին, լրացրեցի փաստաթղթերը, որ իրենց ասելով գտել էին այն ժամանակ, անձնագրով հաստատեցի իմ ով լինելը: Այսօր՝ դիմումի օրից 4 ամիս անց, ըստ իրենց, մինչև 2 տարեկան երեխայի խնամքի համար տրամադրվող նպաստը օրեր առաջ փոխանցել են, իսկ իմ հաշվին դեռ գումար չկա, «Հայփոսի» ցուցակներում իմ անունով նպաստ փոխանցված չէ:
Եթե խնդիրը իմ դեպքում այսպիսի ընթացք է ստացել, ես կարող եմ ենթադրել, որ սա կարող է համատարած բնույթ կրել, և փոքր երեխա ունեցող մայրերը, երեխաների խնամքով զբաղվելու փոխարեն, երկու կոպեկ գումարի համար այս ու այն կողմ պետք է գնան-գան, այնինչ՝ խնդիրները ստեղծում են հենց աշխատակիցները՝ գործին մեղմ ասած անտեղյակ լինելու, չտիրապետելու պատճառով։
