Քաղաքացիական հասարակությունը, որի զարգացման ընթացքում մենք կարող ենք ունենալ նաև վերահսկվող իշխանություն և նորմալ պետություն, սկսվում է ոչ թե թափանցիկ ընտրություններից, կոռուպցիայի վերացումից կամ տնտեսական զարգացումից, այլ մի քանի ընտանիքների փոխհամաձայնությամբ շենքում էլեկտրական լամպ տեղադրելուց, շենքի բակը փոխպայմանավորվածության արդյունքում մաքուր պահելուց և այդպես, ընդլայնելով կոլեկտիվ պատասխանատվության շրջանակը, մինչև պետություն:
Այդպես մի քանի անգամ անելուց հետո միայն մենք կհասկանանք, որ ունենք ընդհանուր շահեր, և դրանք չեն սկսվում պետական իշխանության վերևներում, այլ սկսվում են բարեկարգ և մաքուր շենքում, բակում, փողոցում, քաղաքում:
Վերջից սկսելի չի կարելի, որովհետև միանգամից շատին ձգտողը քչին էլ չի հասնում:
