 Ազգային ժողովի պաշտպանության, ազգային անվտանգության և ներքին գործերի մշտական հանձնաժողովն օրակարգից հանեց  «Զինապարտության մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ կատարելու մասին և «Բարձրագույն և հետբուհական մասնագիտական կրթության մասին» Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին օրենսդրական նախաձեռնությունը:

Օրենսդրական նախաձեռնությամբ առաջարկվում էր հանել պարտադիր զինվորական ծառայության զորակոչից ուսումը շարունակելու համար տարկետում ստանալու իրավունքը: Որպես հիմնավորում նշվում էր այն հանգամանքը, որ առաջարկությունն ընդունվելու պարագայում բարձրագույն կրթություն ստանալ, իսկ այնուհետև գիտությամբ զբաղվել ցանկացողների համար իրապես կապահովվի հավասար մեկնարկային հնարավորություն:

Օրենսդրական նախաձեռնության հեղինակ, հիմնական զեկուցող Ռուբիկ Հակոբյանն ընդգծեց, որ նախաձեռնությունը, որ ինքը և պատգամավոր  Թևան Պողոսյանը դեռևս մեկ տարի առաջ ներկայացրել են, շատ կարևոր նշանակություն ունի: «Մենք կարևորում ենք այս նախաձեռնությունը, սակայն այս պահին ես առաջարկում եմ զերծ մնալ քննարկումից, քանի որ կառավարությունն այս հարցով նախապատրաստում է մեծ փաթեթ, որը ներկայացվելու է խորհրդարանի քննարկմանը: Որպեսզի հակասություններ չլինեն, մենք՝ նախաձեռնության հեղինակներս, որոշում ենք կայացրել հանձնաժողովում հարցը չքննարկել ու սպասել կառավարության փաթեթին»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Հակոբյանը:

Նա հավելեց, որ խոսել է կրթության նախարար Լևոն Մկրտչյանի, կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանի հետ, ովքեր վստահեցրել են, որ ամենաուշը 10 օրից կառավարության փաթեթը պատրաստ կլինի և կներկայացվի խորհրդարանի քննարկմանը:

Ռուբիկ Հակոբյանը դիմեց պաշտպանության, ազգային անվտանգության և ներքին գործերի մշտական հանձնաժողովի նախագահ Կորյուն Նահապետյանին՝ օրենսդրական նախաձեռնության քննարկումը հանձնաժողովի նիստի օրակարգաից հանելու հարցով:

Կորյուն Նահապետյանն ընդգծեց, որ օրենսդրական նախաձեռնությունը դուրս է գալիս հանձնաժողովի նիստի օրակարգից, քանի որ նման առաջարկով հանդես են գալիս նախաձեռնության հեղինակները:
