Արսեն Բաբայանը ֆեյսբուքյան իր էջում գրում է.

«Կառավարությունում այսօր քննարկվել է «Արցախի Հանրապետությունը ճանաչելու մասին» պատգամավորների ներկայացրած ՀՀ օրենքի նախագիծը: Այն դեպքերում, երբ օրենսդրական նախաձեռնությունն Ազգային ժողովի պատգամավորներինն է, ապա նախագիծն ուղարկվում է ՀՀ կառավարություն՝ դրա մասին եզրակացություն ստանալու համար: Կառավարությունը քննարկում է պատգամավորների հեղինակած նախագիծն ու այդ մասին ընդունում որևէ եզրակացություն (տվյալ դեպքում ընդունված եզրակացությամբ հավանություն չի տրվել):

Եզրակացությունն ընդունելուց հետո նույն եզրակացությունն ուղարկվում է Ազգային ժողով. ուշադրության է արժանի այն հանգամանքը, որ կառավարությունն ուղարկում է ոչ թե օրենքի նախագիծը, քանի որ կառավարությունը դրա հեղինակը չէ, այլ միայն իր եզրակացությունը: Իսկ օրենքի նախագիծն արդեն Ազգային ժողովում է, քանի որ դրա հեղինակները հենց Ազգային ժողովի պատգամավորներն են»,- գրել է Բաբայանը:

Նա հավելել է, որ նշված նախագծի հետագա ճակատագիրը որոշվում է «ՀՀ ԱԺ կանոնակարգ» օրենքով, ըստ որի, նախագիծը պետք է 30-օրյա ժամկետում քննարկվի համապատասխան գլխադասային հանձնաժողովում (տվյալ դեպքում` ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողով), ընդունվի եզրակացություն, որից հետո տեղ գտնի ՀՀ ԱԺ լիագումար՝ չորսօրյա նիստերի օրակարգի նախագծում: Կանոնակարգն Ազգային ժողովին թույլատրում է ընդունել երեք որոշումներից մեկը՝ ընդգրկել օրակարգ, հետաձգել, մերժել:
