«Վերջին հաշվով, ինչի՞ համար է պետությունը։ Պետությունը հանրային, ժողովրդական գործիք է, որը ազգերը կամ ժողովուրդները ստեղծում են, որպեսզի լուծեն բոլորին հուզող խնդիրները՝ տնտեսության, անվտանգության, այլ ոլորտներում։ Եվ եթե այսօր մեր պետությունը չունի խնդիրները լուծելու բավարար ուժ կամ հնարավորություն, ապա դա ինքնին արդեն խնդիր է, որը չենք կարող փոխհատուցել արդեն հասարակական միջոցներով։ Հասարակական օժանդակության գործիքը դա հենց պետությունն է, կառավարման համակարգը։ Եթե այն լավ չի աշխատում, ապա այլ հանրային խողովակներով հնարավոր է դրա անաշխատունակությունը կամ թերությունը փոխհատուցել ժամանակավորապես, սակայն հիմնարար առումով փոխհատուցելը թե՛ հնարավոր չէ, թե՛ վտանգավոր է։
Պետությունն է, որ պետք է լինի համախմբման արդյունքը, կառավարման որակյալ, արդիական և արդյունավետ համակարգն է, որ պետք է լինի այդ արդյունքը, և դա է, որ պետք է տեսնի հայ զինվորը, սպան, կամավորը։ Այլապես իրավիճակը թողնում է աշխարհազորի տպավորություն, որն ինչքան էլ ոգեղենություն է պարունակում իր մեջ որպես երևույթ, այդուհանդերձ այն 21 –րդ դարի գործիք չէ, 21 –րդ դարում դրա էֆեկտը չափազանց թույլ է և կարճաժամկետ։ Ահա այս առումով, ապրիլյան պատերազմից հետո մենք ունենք արդյունքների խիստ պակաս և ժամանակի ընթացքում այդ պակասը իրեն բավական զգացնել է տալու նաև դիրքերում։ Աա չափազանց էական խնդիր է, որը պետք է լինի հասարակության ուշադրության կենտրոնում։ Հակառակ պարագայում, հանրային ներկայիս մարդասիրական պոռթկումը, իր բնականության մեջ լինելով հրաշալի, աստիճանաբար կարող է ակամա վերածվել Հայաստանում առկա անարդյունավետ կառավարման համակարգի պատասխանատվության քողարկման միջոցի։
Պետությունը հասարակությանն է, ոչ թե իշխանությանը, հետևաբար՝ հանրությունը պետք է տեր կանգնի իր այդ խողովակին. երկարաժամկետ խնդիրները և մարտահրավերները պահանջում են դա, մրցունակության և կենսունակության տրամաբանությունը պահանջում է դա։ Հետևաբար՝ ռազմավարական խնդիր է պետության անվտանգության և պաշտպանության կազմակերպման գործը ամբողջությամբ տեղափոխել և տեղավորել պետական հարթության վրա։ Համախմբումը կարող է և պետք է չափել միայն այդ արդյունքով։ Մնացյալ ամեն ինչ, որ կներկայացվի այդ հասկացության ներքո, իրականում վտանգավոր է»,–գրում է թերթը։
