Վարկային համաձայնագրով Ռուսաստանից Հայաստանին զենք մատակարարելու գործընթացը վաղուց սկսվել է: Մայիսի 3-ին լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀ պաշտպանության նախարարի մամուլի խոսնակ Արծրուն Հովհաննիսյանը: «200 միլիոն դոլարի վարկային համաձայնագրով Հայաստանին զենք մատակարարելու գործընթացը վաղուց է սկսվել, սակայն թե ինչ է մատակարարվում, չեմ կարող ասել»,-«Արմենպրես»-ի հաղորդմամբ՝ նշեց Հովհաննիսյանը:

Նա նաև հավելեց, որ  ՀՀ զինված ուժերի՝ նոր զինտեխնիկայով համալրման ծրագիրը կապ չունի միայն ռուսական վարկի հետ, դա չի սկսվել միայն վարկով և չի ավարտվում միայն վարկով: «Մենք բազմիցս ենք հայտարարել, որ Հայաստանը պլանային կերպով անցնում է իր բանակի վերազինմանը, այդ ժամանակ վարկի մասին խոսք լինել չէր կարող: Մեր կողմից մեծ քանակությամբ զենք ու զինամթերք է ձեռք բերվել ոչ վարկով: Ինչպես գիտեք, դրանից հետո նաև, երբ զենքի տեսակների մասին հարցադրումներ էին լինում, մենք ասել ենք, որ մեր զինանոցում կան զենքեր, որոնք շատ լավն են կարևոր են ու շատերÕ « համար երազելի զենքեր են»,- ասաց ՀՀ պաշտպանության նախարարի մամուլի խոսնակը:

Հովհաննիսյանը հավելեց, որ այդ վարկային համաձայնագրով ձեռք են բերվում ոչ միայն զենքեր, այլ նաև օպերատիվ հետախուզական սարքեր, որոնք չեն կրակում, սակայն շատ կարևոր նշանակություն ունեն:

ՌԴ-ից 200 միլիոն ԱՄՆ դոլարի չափով պետական արտահանման վարկ ստանալու մասին համաձայնագրով նախատեսվում է, որ ՌԴ-ի կողմից ՀՀ-ին տրամադրվող վարկային միջոցներով կֆինանսավորվեն ռուսական արտադրության ռազմական արտադրանքի մատակարարումները: Համաձայնագրով սահմանված է, որ պետական արտահանման վարկը տրամադրվում է 13 տարի ժամկետով, որից առաջին երեք տարիները արտոնյալ պայմաններով, 3 տոկոս տոկոսադրույքով: Ընդ որում, Հայաստանի Հանրապետության կողմից նախատեսվում է համաֆինանսավորում՝ համաձայնագրի շրջանակներում կնքվող պայմանագրի արժեքի 10 տոկոսի չափով օվանսային վճարումների տեսքով:
