Կասկածից դուրս է, որ ադրբեջանը վրաստանի օրինակով պատրաստ է նույնիսկ Ղարաբաղի կորստի գնով դուրս գալ Ռուսաստանի ազդեցության գոտուց և առավել սերտ հարաբերություններ հաստատել արևմուտքի հետ․․․ Սակայն մի շարք պատճառներով, նախևառաջ կապված թուրքիայի հետ, արևմուտքում այնքան էլ ոգևորված չեն ադրբեջանի այս ձգտմամբ, թեև միաժամանակ քիչ ջանքեր չեն ներդնում, որ ադրբեջանը կարողանա ավելի ինքուրույն քաղաքականություն վարել․․․ ադրբեջանը հստակ գիտակցում է, որ Ռուսաստանի հետ բացահայտ թշնամացումը նրան կզրկի ոչ միայն Ղարաբաղից, այլև մի շարք այլ շրջաններից ինչպես հյուսիսում, այնպես էլ հարավում․․․ ադրբեջանը գիտի, որ ի տարբերություն Հայաստանի ղեկավարության, Ղարաբաղը պարզապես չի կարող չօգտվել առիթից և կփորձի չեզոքացնել մինչ Քուռ բոլոր կրակակետերը, մանավանդ և ուղղորդողը կա, և ադրբեջանից անկախանալու ձգտող այլ ազգություններ, որոնք նույնպես ուղղորդվում են․․․ Այս քսանհինգ տարիների ընթացքում Հայաստանի բոլոր երեք կառավարությունների վարած խաղաղասիրական քաղաքականությունը փաստորեն եղել է <<դավաճանական>> ոչ միայն Ռուսաստանի կովկասյան շահերին, այլ առաջին հերթին հենց Հայաստանի պետության նկատմամբ․․․ Ճշմարտությունից շատ հեռու չի լինի, եթե ասվի, որ և Ռուսաստանը, և ԱՄՆ-ը այսօր ավելի են անհանգստացած Հայաստանի ապագայաի համար, քանզի նրանք երկուսն էլ որոշակի ծրագրեր ու շահեր ունեն այս տարածաշրջանում, քան Հայաստանի ղեկավարները, որոնց համար մեր հրաշալի երկիրն ընդամենը հարստություն կուտակելու մի մեծ գանձարանառեստորանային համալիր է․․․
