Պատերազմն ու զինուժի կիրառումը Լեռնային Ղարաբաղի հակամարտության լուծում չեն, պետք է գտնել բացառապես խաղաղ ճանապարհներ հակամարտությունը կարգավորելու համար: Ֆինլանդիայի արտաքին գործերի նախարարի հետ հանդիպումից հետո լրագրողների հարցին ի պատասխան` հայտարարեց ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանը: Նա նշեց, որ ներկայում իրավիճակը շփման գծում այնքան էլ կայուն չէ` չնայած ապրիլի 5-ին Մոսկվայում ձեռք բերված բանավոր պայմանավորվածությանը կրակը դադարեցնելու և 1994 թվականի հրադադարի հաստատման համաձայնագրի գործողությանը, որն անժամկետ է և պարտադիր կատարման: «Սակայն այսօր էլ մենք ակնակատեսն ենք Ադրբեջանի կողմից հրադադարի շարունակական խախտման և նոր ագրեսիայի սանձազերծման` ընդդեմ Լեռնային Ղարաբաղի, ինչպես նաև Հայաստանի Հանրապետության հետ սահմանին իրավիճակի սրման»,-նշեց Նալբանդյանը: Նրա խոսքով` այս իրավիճակում շատ կարևոր է միավորել միջազգային հանրության ջանքերը հասցեական պատասխան տալու Լեռնային Ղարաբաղի դեմ ապրիլի սկզբին Ադրբեջանի լայնածավալ ռազմական գործողություններին ու դրա շարունակությանը:
«Առաջին հերթին պետք է կատարել համանախագահող երկրների առաջարկները և բարձրացնել ԵԱՀԿ նախագահի անձնական ներկայացուցչի գրասենյակի դերը տարածաշրջանում, որպեսզի հնարավոր լինի մոնիտորինգի առաքելության կատարումը, ինչն Ադրբեջանն արգելափակում է: Կարևոր է միջադեպերի հետաքննության մեխանիզմների ստեղծումը, որից կրկին ադրբեջանական կողմը հրաժարվում է` փաստորեն իր վրա վերցնելով խախտումների ողջ պատասխանատվությունը: Հենց այս պահին է կարևոր կենտրոնացնել ջանքերը ոչ միայն երեք համանախագահողների կողմից, այլև միջազգային հանրության և ԵԱՀԿ նախագահող Գերմանիայի կողմից, որպեսզի կատարվեն համապատասխան քայլեր մեխանիզմների ստեղծման ուղղությամբ»,-նշեց նախարար Նալբանդյանը` հավելելով, որ այդ գաղափարն աջակցություն է ստանում թե ՀՀ-ի, թե ԼՂՀ-ի կողմից: «Ճիշտ ժամանակն է մեխնաիզմներ ստեղծելու համար, որոնք բանակցությունները վերսկսելու հիմք կհանդիսանան»,-ավելացրեց նա:
Ինչ վերաբերում է միջորդի` Մինսկի խմբի ձևաչափին, ապա Էդվարդ Նալբանդյանը նկատեց, որ հայկական կողմը լիակատար աջակցում է Մինսկի խմբին, որն արդեն կուտակել է մեծ գիտելիք հակամարտության ու դրա կարգավորման ուղիների վերաբերյալ: «Հայաստանը ողջունում է հակամարտության կագավորման վերաբերյալ համանախագահողների 5 հայտարարությունները` ասելով, որ պատրաստ է գնալ կարգավորման դրանց հիման վրա, դժբախտաբար նույնը չենք կարող ասել Ադրբեջանի մասին, որը մերժում է այդ հայտարարությունները: Նրանք ոչ միայն չեն վկայակոչում դրանք, այլև մաքսիմալիստական պահանջներ են ներկայացնում ու հակամարտության լուծումը տեսնում ռազմական ճանապարհով»,-շեշտեց ԱԳ նախարարը:
