ԼՂՀ Օմբուդսմենը Ադրբեջանի չարագործությունների իրավական գնահատականն է հրապարակել (լուսանկարներ)

ԼՂՀ Մարդու իրավունքների պաշտպանը հրապարակել է փաստարկված իրավական գնահատական Ադրբեջանի կողմից ԼՂՀ խաղաղ բնակչության նկատմամբ անթույլատրելի ու անխտրական զենքի գործադրման, ինչպես նաեւ ադրբեջանական խաղաղ բնակավայրերում ռազմական օբյեկտներ տեղակայելու վերաբերյալ: Ընդ որում, վերջին դեպքում հարցը քննարկվում է հենց Ադրբեջանի կողմից իր իսկ պոզիտիվ պարտականությունները չկատարելու եւ դրա համար պատասխանատվություն կրելու տեսանկյունից:
Իրավական գնահատականում մանրամասն հիմնավորվում է, որ Ադրբեջանը շարունակում է լրջորեն խախտել մարդու հիմնարար իրավունքները: Մասնավորապես, միջազգային փաստաթղթերի մանրամասն ուսումնասիրության հիման վրա հիմնավորումներ են բերված, որ ադրբեջանական զինված ուժերի կողմից իրականացվող գործողությունները ուղիղ հակասության մեջ են մարդու իրավունքների, ինչպես նաեւ միջազգային մարդասիրական իրավունքի՝ միջազգայնորեն ընդունված հիմնարար սկզբունքների հետ:
Դրանից բացի, հիմնավոր ցույց է տրված, որ Ադրբեջանն ինքը օգտագործում է՝ սեփական քաղաքացիական բնակավայրերը՝ որպես թիրախ եւ դրանով իսկ չի կատարում սեփական բնակչության կյանքի իրավունքի պաշտպանության պոզիտիվ պարտականությունը:
Կատարված վերլուծության արդյունքները կներկայացվեն ՄԱԿ-ի եւ Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատարներին, ԵԱՀԿ-ին, ինչպես նաեւ միջազգային իրավապաշտպան մյուս կազմակերպություններին եւ օմբուդսմենական միջազգային ու օտարերկրյա հաստատություններին:
