Լեռնային Ղարաբաղի Հանրապետության Արտաքին գործերի նախարարությունը համեմատություններ է անցկացրել 25 տարի առաջ տեղի ունեցած եւ այսօր կատարվող դեպքերի միջեւ:

Նախարարությունը հիշեցրել է, որ 25 տարի առաջ՝ 1991թ․ ապրիլի 30-ին Գետաշեն եւ Մարտունաշեն գյուղերի զանգվածային գնդակոծմամբ սկսվել է «Օղակ» գործողությունը, որը դարձել է Լեռնային Ղարաբաղի Հանրապետության դեմ Ադրբեջանի հետագա լայնամասշտաբ ռազմական ագրեսիայի նախերգանքը: Գործողության ընթացքում հայկական գյուղերը նախ շրջապատվում էին ԽՍՀՄ ՆԳՆ ներքին զորքերի եւ խորհրդային բանակի ստորաբաժանումների կողմից: Այնուհետեւ ադրբեջանական ՕՄՕՆ-ն ու ոստիկանությունը մտնում էին նշված գյուղերը՝ իբրեւ թե «անձնագրային ռեժիմի ստուգման», իսկ իրականում՝ հայ բնակչության սպանության, կողոպուտի, ահաբեկության եւ դրանց հաջորդող տեղահանության նպատակով:

««Օղակ» գործողությունը շարունակություն է դարձել 1988-1991թթ. Սումգայիթում, Բաքվում, Կիրովաբադում եւ Ադրբեջանի այլ բնակավայրերում, ինչպես նաեւ Հյուսիսային Արցախի գյուղերում իրագործված էթնիկ զտումների, որոնք նպատակ էին հետապնդում սաղմի մեջ խեղդել արցախահայության ազգային-ազատագրական պայքարը եւ հայրենազրկել նրանց։ Ադրբեջանի ղեկավարությունը չէր թաքցնում, որ «Օղակ» գործողությունը դիտարկում է որպես ողջ Լեռնային Ղարաբաղի հայաթափման սկիզբ: Տանկերի, ռազմական ուղղաթիռների եւ հրետանու կիրառմամբ իրականացված գործողության արդյունքում ամբողջովին ամայացան ու ավերվեցին Հյուսիսային Արցախի, ինչպես նաեւ Շահումյանի, Հադրութի եւ Շուշիի շրջանների ավելի քան երկու տասնյակ գյուղեր, տեղահանվեց գրեթե 10 հազար մարդ, ավելի քան 100-ը սպանվեց, մի քանի հարյուր մարդ պատանդ ընկավ. նրանցից շատերի ճակատագիրն առ այսօր հայտնի չէ»,- նշված է հայտարարությունում:

25 տարի անց՝ 2016թ. ապրիլի 2-ին, ըստ ԱԳՆ հայտարարության, ադրբեջանական ղեկավարությունը հերթական ագրեսիան է  սանձնազերծել ԼՂՀ-ի դեմ, որը, ինչպես եւ 1991թ., ուղեկցվում էր միջազգային մարդասիրական իրավունքի նորմերի բազմաթիվ խախտումներով ու Լեռնային Ղարաբաղի Հանրապետության խաղաղ բնակիչների ու զինծառայողների հանդեպ իրագործված ռազմական հանցագործություններով, այդ թվում՝ խաղաղ բնակավայրերի թիրախավորված հրետակոծություններով, քաղաքացիական անձանց սպանություններով, ինչպես նաեւ սպանվածների մարմինների անարգմամբ ու խոշտանգումներով:

«Սակայն ինչպես 1991թ., այնպես էլ հիմա Արցախի ժողովրդին ահաբեկելու եւ կոտրելու, նրա ազատության ձգտումը խեղդելու եւ, վերջնական արդյունքում, նրան հայրենազրկելու` ադրբեջանական իշխանությունների բոլոր փորձերն ավարտվել են լիակատար տապալմամբ:

Ադրբեջանի հանցավոր վարքագիծը միայն ամրապնդում է արցախցիների վճռականությունը՝ կերտելու ու ամրապնդելու սեփական անկախ եւ ազատ պետությունը՝ որպես իրենց անվտանգության ու խաղաղ գոյության գրավական: Միջազգային հանրության կողմից նշված փաստի ըմբռնումը եւ որպես դրա հետեւանք՝ Լեռնային Ղարաբաղի Հանրապետության միջազգային ճանաչումը թույլ կտան վերջ դնել Ադրբեջանի շարունակական փորձերին՝ ոչնչացնել Արցախն ու նրա ժողովրդին, եւ կապահովեն ամբողջ տարածաշրջանի խաղաղությունն ու անվտանգությունը»,- ասված է հայտարարության մեջ:
