Զարմացած եմ, որ ՄԱԿ-ի քաղաքակրթությունների դաշինքի ֆորումն այս տարի գումարվում է Բաքվում: Tert.am-ի զրույցում ասել է Բաշկիրիայի Ազգային ժողովի փոխնախագահ, ՌԴ Դաշնային խորհրդի անդամ Ռաֆայիլ Զինուրովը՝ նշելով, որ քառօրյա պատերազմի ընթացքում Ադրբեջանը Հայաստանի կողմից համարժեք պատասխան ստացել է: Ըստ նրա՝ եթե Արցախում տարածք հանձնվի, ապա պատերազմն անխուսափելի է։
Հարցին, թե Լեռնային Ղարաբաղում տեղի ունեցած պատերազմի արդյունքում Հայաստանում շատերի ակնկալիքները Ռուսաստանից՝ որպես դաշնակցային պետության, չարդարացան, իսկ պարբերական քննադատությունները հակառակորդ կողմին զենք չվաճառելու մասին, ռուսական իշխանությունների կողմից այդպես էլ մնացին անպատասխան, Ռաֆայիլ Զինուրովը պատասխանել է, որ Ռուսաստանի նախագահ Վլադիմիր Պուտինն արդեն նշել է, թե ԼՂ հակամարտությունը կարող է լուծվել բացառապես խաղաղ ճանապարհով, առանց զենքի կիրառման: Իսկ Ռուսաստանի կողմից Ադրբեջանին վաճառվող զենքի վերաբերող հարցին չի ցանկացել պատասխանել՝ նշելով, որ «շատ սուր քաղաքական հարց է ու ես չէի ցանկանա մտնել դրա մեջ»: Ռաֆայիլ Զինուրովը նշել է, որ զենքի վաճառքը, միջազգային երևույթ է, այն բնորոշ չէ միայն Ռուսաստանին:
«Ցավոք, բոլորը զենք վաճառում են, զենք գնում են: Հասկանում եք, իրավիճակն այնպիսին է, որ Ռուսաստանը չի կարող կողմերից մեկի օգտին հանդես գալ, դրա համար փորձում է ավելի չեզոք դիրք գրավել: Միայն փաստը, որ Հայաստանը Ռուսաստանի ռազմավարական գործընկերն է, ՀԱՊԿ անդամ-պետություն է, զսպող հանգամանք է դառնում սուր հայտարարություններ հնչեցնելու համար»,-ասել է նա: Լրագրողի հարցին, թե երբ ռուս-թուրքական հարաբերությունները լարվեցին, Հայաստանն առաջինն էր որ աջակցեց ՌԴ-ին, բայց Ռուսաստանն այդպես չվարվեց ՀՀ պարագայում, ՌԴ Դաշնային խորհրդի անդամը պատասխանել է, որ Հայաստանը Ռուսաստանի ռազմավարական գործընկերն է, միակ դաշնակիցը՝ հետխորհրդային պետությունների շարքում եւ Հայաստանը պետք է աջակցեր Ռուսաստանին՝ հաշվի առնելով հենց պատմական հարաբերությունները, որոնք ունի թուրքական աշխարհի հետ:
«Ամեն դեպքում, վստահ եղեք, որ Ռուսաստանն ամեն ինչ անում է, որպեսզի արյուն չթափվի, պատերազմ չլինի: Ցավոք, վերջին օրերին արյուն թափվեց, ինձ՝ որպես ոչ ռազմական գործչի, որևէ բան չի կարող սփոփել, երբ երիտասարդի կյանք է վտանգված: Գիտեք, ես շատ զարմացած եմ, որ ՄԱԿ-ի քաղաքակրթությունների դաշինքի ֆորումն այս տարի գումարվում է Բաքվում: Սպանել են, մարդիկ են սպանել, ու հիմա»: Ռաֆայիլ Զինուրովը նաեւ նշել է, որ մտահոգիչ է, որ ռուսական չեզոքությունը հանգեցնում է Հայաստանում հակառուսական տրամադրությունների:
