ՍԻՄ-ը ներկայացնելու է Սահմանադրության նախագծի իր առաջարկությունները

ՍԻՄ կուսակցության կենտրոնական գրասնեյակում հուլիսի 31-ին տեղի է ունեցել նոր սահմանադրության նախագծի քննարկում:
Ինչպես տեղեկացրին ՍԻՄ մամուլի ծառայությունից, կուսակցության մարդու իրավունքների հանձանժողովի նախագահ Ա. Աբգարյանը ներկայացրել է կուսակցության անդամներից ստացած առաջարկները: Նա նշել է, որ. «ներկայացված նախագծի վերաբերյալ վերջնական եզրակացությունների հանգել հնարավոր չէ, քանի որ ըստ էության սահմանադրական որոշ նորմերն ու հատկապես մեխանիզմները նախատեսված են կարգավորել օրենքներով:
«Սակայն պետք է լիներ հակառակը: Հետեւաբար սահամանադրությունն ամփոփ քննարկելու համար առնվազն անհրաժեշտ է ծանոթ լինել օրգանական համարվող օրենքների հայեցակարգերին»,- ասել է նա:
Բացի այդ Աբգարյանը նշել է, որ նախագծում ներկայացված որոշ դրույթների մասին կարծիք հայտնելու համար անհրաժեշտ է սահմանադրության ամբողջ նախագիծը: «Հնարավոր չէ կարծիք ձեւավորել, օրինակ, ընտրիչների ինստիտուտի վերաբերյալ, երբ բացակայում են տեղեկությունները տեղական ինքնակառավարման մասին սահմանադրական ձեւակերպումների առումով»,- նշել է Աբգարյանը:
Սահմանադրության նախագծի մարդու իրավունքների բաժնի վերաբերյալ հանդես է եկել ՍԻՄ գաղափարական հանձնաժողովի նախագահ, «Իրավունք» թերթի գլխավոր խմբագիր Հ. Գալաջյանը: Նա նշել է, որ մարդու իրավունքներին վերաբերող մի շարք ձեւակերպումներ հակասում են ազգային արժեքներին եւ լուրջ անհանգստություն են առաջացնում, մասնավորպես, ըստ Գալաջյանի ուռաճցված է միջազգային իրավունքի ու փաստաթղթերի գերակայությունը ՀՀ սահմանադրության վերաբերյալ, ինչը, ըստ էության, նվազեցնում է ՀՀ ինքնիշխանությունը: Բացի այդ, Գալաջյանը նշել է, որ սահմանադրության նախագծում ներթափանցել են մեր ազգային մտածելակերպին հակասող յուվենալ օրենսդրության դրույթները: Չափից մեծ տեղ է տրված այլընտրանքային ծառայությանը: Ամփոփելով քննարկումը կուսակցության նախագահ Հայկ Բաբուխանյանը հանձնարարել է շարունակել աշխատանքները սահմանադրության նախագծի շուրջ եւ մինչեւ օգոստոսի 20-ը ներկայացնել կուսակցության առաջարկների վերջնական տարբերակը:
