Ծրագրային բյուջետավորման պարագայում Վերահսկիչ պալատը գնահատելու է ծրագրերի արդյունավետությունը

ՀՀ կառավարության կողմից ծրագրային բյուջետավորման համակարգին լիովին անցնելու պարագայում Վերահսկիչ պալատի առաքելությունն է լինելու իրականացվող ծրագրերի արդյունավետության գնահատումը: «Մեր խնդիրն է լինելու գնահատել, վերլուծել իրականացվող ծրագրերի արդյունավետությունը, արդյոք դրանք իրագործելուց հետո կառավարությունն իր առջև դրված նպատակին հասել է, արժե այդ ծրագրերը շարունակել, թե ոչ»,-«Արմենպրես»-ի փոխանցմամբ` ապրիլի 27-ին լրագրողների հետ ճեպազրույցում ասաց ՀՀ վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը` հավելելով, որ կառավարությունն անցում է կատարում 100-տոկոսանոց ծրագրային բյուջետավորմանը:

Պաշտոնյան նկատեց, որ ծրագրային բյուջետավորումը ցանկացած երկրի համար է կարևոր է` հասկանալու իր առաջնահերթությունները, ըստ այդմ` ծրագրեր մշակելու և դրանք կյանքի կոչելու համար: «Սա կարևոր է այն առումով, որ ամեն երկիր, ելնելով իր տնտեսական շահերից ու իր գործընկերների հետ փոխհարաբերություններից, որոշում է իր երկրի առաջնահերթությունները ու միջոցներ հատկացնում այդ ուղղություններով: Ոլորտներն ընտրում է կառավարությունը, մշակում ծրագրեր, որոնք հաստատվում են օրենսդիր մարմնի կողմից ու իրագործվում: Վերահսկիչ պալատի դերն էլ այդ ծրագրերի արդ յունավետությունը գնահատելն է»,-ասաց պաշտոնյան:

Իշխան Զաքարյանի խոսքով` ծրագրային բյուջետավորմանն անցնելով` Հայաստանը մոտենում է INTOSAI-ի սկզբունքներին:

Բարձրագույն վերահսկիչ մարմինների միջազգային կազմակերպության (INTOSAI) Ազգային առանցքային ցուցանիշների հանձնաժողովի 9-րդ նիստն ընթանում է Հայաստանում` Ծաղկաձոր զբոսաշրջային քաղաքում, որին մասնակցում է 14 երկրի 40 պատվիրակ: 2007 թվականից ձևավորված հանձնաժողովի աշխատանքները միտված են ազգային ռեսուրսների արդյունավետ կառավարման հակամարգերի բարելավմանը:
