ԼՂՀ ԱԳՆ դատապարտել է հրադադարի համաձայնագրերի խախտման ադրբեջանական փորձերը

 Լեռնային Ղարաբաղի Հանրապետության արտաքին գործերի նախարարությունը քննադատել է Ադրբեջանի կողմից հրադադարի վերաբերյալ համաձայնագրերի խախտման ցանկացած: Ինչպես տեղեկացրին ԼՂՀ արտգործնախարարության տեղեկատվական վարչությունից, այս առնչությամբ ԼՂՀ ԱԳՆ հայտարարություն է տարածել:

Հայտարարության մեջ ասվում է. «Սույն թվականի ապրիլի 2-5 Լեռնային Ղարաբաղի Հանրապետության (ԼՂՀ) դեմ սանձազերծված լայնածավալ ագրեսիայից հետո Ադրբեջանի իշխանությունները շարունակում են ջանքեր գործադրել վերջնականապես խափանելու հակամարտության խաղաղ կարգավորման գործընթացը և այն տեղափոխելու ռազմական հարթություն: Դրա մասին են վկայում 1994 թ. մայիսի 12-ին կնքված հրադադարի եռակողմ համաձայնագիրը միակողմանիորեն չեղարկելու՝ ՄԱԿ-ում և ԵԱՀԿ-ում Ադրբեջանի կողմից ձեռնարկված փորձերը: Միևնույն ժամանակ ադրբեջանական կողմը դիմում է արդեն ավանդական դարձած խարդախության և մեքենայությունների պրակտիկային՝ փորձելով մեղքը դնել հայկական կողմի վրա և դրանով իսկ խուսափել պատերազմ սանձազերծելու համար պատասխանատվությունից:

Այս կապակցությամբ անհրաժեշտ ենք համարում հիշեցնել, որ ԼՂՀ, Ադրբեջանի և Հայաստանի միջև 1994 թ. մայիսին 12-ին անժամկետ կնքված համաձայնագիրը հանդիսանում է ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման գործընթացում միակ իրական ձեռքբերումը: Հենց այս համաձայնագրի շնորհիվ է հիմք դրվել խաղաղ բանակցություններին և պայմաններ ստեղծվել հակամարտության արդարացի և վերջնական լուծմանն ուղղված միջնորդների գործունեության համար:

Կիսելով ԵԱՀԿ Մինսկի խմբի համանախագահների տեսակետն առ այն, որ սույն համաձայնագիրը, ինչպես նաև 1995 թ. փետրվարին կնքված համաձայնագիրը հիմք են հանդիսանում հրադադարի և դրա ամրապնդման համար, չափազանց կարևոր ենք համարում միջազգային հանրության և միջնորդ երկրների դիրքորոշումների կոնսոլիդացումը արդյունավետ և անհետաձգելի միջոցներ ձեռնարկելու հարցում՝ստիպելու Ադրբեջանին հավատարիմ լինել նշված համաձայնագրերի շրջանակներում ստանձնած պարտավորություններին։

ԼՂՀ ԱԳՆ-ն խստորեն դատապարտում է նշված համաձայնագրերը վերանայելու ադրբեջանական իշխանությունների ցանկացած փորձ՝ այն գնահատելով որպես հերթական պատերազմ սանձազերծելու Ադրբեջանի բացահայտ մտադրություն, և անհրաժեշտ է համարում 1994 թ. մայիսին հաստատված հրադադարի ռեժիմի լիակատար վերականգնումը։

ԼՂՀ և նրա բնակչության անվտանգության ապահովման, ինչպես նաև տարածաշրջանում խաղաղության և կայունության հաստատման նպատակով ԼՂՀ իշխանությունները կձեռնարկեն դիվանագիտական և հնարավոր այլ միջոցներ` 1994 թ. մայիսի 12-ի և 1995 թ. փետրվարի 6-ի համաձայնագրերի լիակատար իրագործումն ապահովելու և Ադրբեջանի իշխանությունների կողմից ծրագրված հանցագործ սցենարով իրադարձությունների զարգացման հնարավորությունը բացառելու համար»։
