Մոսկվայի գլխավոր խնդիրը Լեռնային Ղարաբաղում խաղարարար ուժերի տեղակայումն է (տեսանյութ)

– Պարոն Պիոնտկովսկի, մեր նախորդ հարցազրույցի ընթացքում Դուք ասում էիք, որ Պուտինը իր իշխանությունը պահպանելու նպատակով հակամարտություններ է հրահրում տարբեր տարածաշրջաններում. Ուկրաինայից հետո նա «բարձրացրեց խաղադրույքը» Սիրիայում, իսկ հաջորդ դաշտը կարող է լինել ղարաբաղյան հակամարտության գոտին: Ինչպե՞ս կբացատրեք պատերազմական գործողությունների վերսկսումը ղարաբաղա-ադրբեջանական շփման գծում:
– Ըստ իս՝ իրավիճակի նոր սրումը Կովկասում ավելի շատ կապված է ոչ թե Հայաստանի ու Ադրբեջանի հարաբերությունների, որքան Լեռնային Ղարաբաղում խաղաղարար զորքեր տեղակայելու հնարավորության հետ: Խաղաղարար ուժերը կարող են շատ լավ գործիք դառնալ Մոսկվայի ձեռքում նաև Վրաստանի հետ հարցերը լուծելու համար: Մոսկվային շատ է անհանգստացնում Վրաստանում իշխող «Վրացական երազանք» կոալիցիայի՝ այդ կրեմլյան նախագծի հեղինակության անկումը: Ռուսաստանը կարողացավ այդ ուժի միջոցով իշխանությունից հեռացնել Սաակաշվիլիին, իսկ առջևում ընտրություններ են, կանխատեսումներն այնքան էլ հուսադրող չեն ռուսամետ կուսակցության համար:
Ես, ինչպես և մյուս դիտորդները, անմիջապես նկատեցինք, որ Ղարաբաղում հակամարտության սրման առաջին իսկ պահից Մոսկվայում հնչող հիմնական մոտիվը «Ռուսաստանի խաղաղարար դերն» էր, ձգտումը ինչ-որ կերպ նվազեցնել Մինսկի գործընթացի նշանակությունը և այսպես ասած՝ խաղաղարար գործունեության նախաձեռնությունը վերցնել իր ձեռքը: Ուշադրություն դարձրեք, որ խաղաղարար գործունեությունը Մոսկվայի գլխավոր հաղթաթուղթն է: Ռուսաստանը հակամարտող կողմ է և՛ Ուկրաինայում, և՛ Սիրիայում, այնուամենայնիվ Մոսկվային ինչ-որ ձևով հաջողվում է միաժամանակ պաշտոնապես հանդես գալ որպես խաղաղարար:
– Այսինքն՝ Դուք համոզված եք, որ Ռուսաստանն է սրել իրավիճակը Լեռնային Ղարաբաղում:
– Գիտեք, եթե կա շփման գիծ, տարիներ շարունակ այնտեղ փոխհրաձգություններ են լինում, ապա հակամարտության լարվածության մակարդակը բարձրացնելն առանձնակի լուրջ ջանքեր չի պահանջում: Անգամ կարիք չկա ազդել Բաքվի կամ Երևանի քաղաքական բարձրագույն իշխանության վրա. բավական է ունենալ ազդեցության ուղիներ շատ ավելի ցածր մակարդակում: Գաղտնիք չէ, որ թե՛ հայկական և թե՛ ադրբեջանական կառույցները դուրս են պրծել սովետական շինելից, դրանք ներծծված են նախկին Խթը-ական ագենտուրայով: Մոսկվայի համար խնդիր չէ ցանկացած պահին հակամարտության ինտենսիվությունը բարձրացնելը:
